Report to the 20 th CPC National Congress of the Communist Party of China clearly pointed out that "promoting green development and promoting harmonious coexistence between man and nature" has pointed out the direction for the construction of ecological civilization,and is also the fundamental follow-up for the construction of "ecologically livable" villages and the green and low-carbon development of agriculture.Agriculture is also an important emission source and carbon sink of greenhouse gases such as carbon dioxide.Promoting the green and low-carbon development of agriculture and promoting the integration of food security and agricultural emission reduction and carbon reduction are important ways to achieve the goal of "carbon neutral peak carbon dioxide " in agriculture.China is a big agricultural country.Under the background of coping with global climate change,it is of great practical significance and practical value to analyze the mechanism of agricultural emission reduction,carbon fixation and negative carbon,and explore the green and low-carbon development path of agriculture.In this paper,Yingshang County,Anhui Province is taken as the research object,and based on the field survey data of agricultural green and low-carbon development in Yingshang County from 2010 to 2020,firstly,an evaluation index system of agricultural green and low-carbon development level is constructed,and the index weight is given by entropy method,so as to calculate and analyze the agricultural green and low-carbon development level in Yingshang County from 2010 to 2020.Secondly,taking agricultural carbon emissions as the core index,Yingshang County was selected as the experimental group and 9 other counties in Anhui Province as the control group,and the policy effect of agricultural green and low-carbon development in Yingshang County was empirically tested by double difference method.Finally,combined with the actual and needs of agricultural green and low-carbon development in Yingshang County,the practical path and policy measures to improve the level of agricultural green and low-carbon development are studied and put forward,which can provide useful reference for the production of grain and important agricultural products and rural revitalization in Anhui Province and even the whole country.Through theoretical analysis and empirical research,this paper draws the following conclusions:(1)From 2010 to 2020,the agricultural green and low-carbon development level of Yingshang County has been gradually improved,and the agricultural green and low-carbon development index has increased from 0.0424 to 0.2679,an increase of nearly five times,among which: the biggest increase in 2017,and still maintained a rapid growth after 2017.(2)After the implementation of the agricultural green and low-carbon development demonstration county policy in Yingshang County,the agricultural carbon emissions of Yingshang County showed a negative growth,that is,the agricultural green and low-carbon development demonstration county policy has a significant inhibition effect on agricultural carbon emissions.(3)The policy of agricultural green and low-carbon development demonstration county mainly promotes the green and low-carbon development level of agriculture in Yingshang County through promoting economic growth,obtaining financial subsidies and promoting the integration of three industries.To promote the green and low-carbon development of agriculture,we must promote the management of inputs,the management of industrial processes,the optimization of profit distribution,the guidance of human resources,science and technology,and the improvement of financial markets.We will increase the supply of biological waste and livestock manure treatment equipment to improve agricultural carbon output and treatment capacity,strengthen the construction of demonstration counties for green and lowcarbon agricultural development,increase financial support,build an industrial chain integrating three industries,and strengthen regional cooperation,so as to achieve common development. |
