Under the background of the government’s continuous environmental improvement and ecological civilization construction,environmental regulation policy,as one of the main approaches and important starting points,plays a key role in the process of ensuring low-carbon,energy-saving and high-quality economic development with the continuous deepening of research and practice.From the perspective of utility: on the one hand,environmental regulation policies will make regional industrial enterprises,especially pollution-oriented enterprises,migrate outward;On the other hand,the environmental regulation policy will make the local environment quality and other living conditions improved and improved.However,the effect of this on the opposite reverse flow of labor force,what does it mean? Combined with the actual situation of Yangtze river delta region,in combination with regional environmental regulation policy implementation,the migration behavior of enterprises,environmental quality changes and labor mobility choice and so on various factors,this paper argues that environmental regulation policy formulation and implementation to keep labor,reduce it to drain out the probability of the environmental regulation policy to "live" addition to the ordinary people.Based on the "Yangtze river delta regional integration development" as the background,Labour mobility in Yangtze river delta area as the research object,summarized in recent years the area of environmental regulation policy change and environmental quality change,enterprise migration behavior and labor mobility,establish environmental regulation policy analysis framework of the impact of Labour mobility,studies its overall effect and mechanism of action,On this basis,two mediating variables such as environmental quality and enterprise migration are tested based on the mediating effect model.Some suggestions and countermeasures are put forward to optimize the formulation and implementation of environmental regulation policies in the Yangtze River Delta.The main contents and conclusions of the paper are as follows:First,environmental regulation policies in the Yangtze River Delta region will reduce the probability of labor flow out of the region.This paper systematically reviewed the historical change and evolution of environmental regulation policies and labor mobility in the Yangtze River Delta in recent years,and constructed a multivariate logit model with the latter as the explained variable to analyze the impact of environmental regulation policies on it.It is found that the environmental regulation policies in the Yangtze River Delta region can reduce the probability of labor outflow and make more talents stay,and the effect is different with different provinces(cities)and different education levels.For the Yangtze River Delta region with highly developed economy and industry,based on the purpose of "attracting and retaining talents",how to better formulate and implement environmental regulation policies has become an urgent issue to be considered and paid more attention to.Second,different types of environmental regulation policy tools have different effects on labor mobility,but they can both affect labor mobility.This paper selects command-and-control environmental regulation policy tools and market-incentive environmental regulation policy tools,and takes them as the core explanatory variables at the same time,to study the impact of the two on labor mobility and their differences.It is found that the former can influence labor flow independently while the latter can only influence labor flow when it is implemented jointly with the former.For government departments to think more carefully about the formulation of environmental regulation policies,it provides idea and reference for a better combination of regulation tools.Third,environmental regulation policies affect the direction of labor mobility through two path mechanisms,namely environmental quality and enterprise migration.Based on the mediating effect model,by adding two mediating variables of enterprise migration and environmental quality into the subject model,this paper attempts to explore how environmental regulation policies achieve indirect effects on labor mobility through enterprise migration and environmental quality.It is found that for the former,the environmental regulation policy causes the enterprise to migrate,the employment position to decrease,and the labor force tends to outflow.For the latter,the environmental regulation policy improves the environmental quality and optimizes the living conditions,and the labor force tends to stay.For the promotion of government departments,it provides theoretical support for both environmental quality improvement and job security.Fourth,according to the research conclusions,the paper puts forward suggestions on the optimization of the "four modernizations" of environmental regulation policy,which are three-dimensional,differentiated,dynamic and targeted.This paper puts forward policy suggestions on the optimization of environmental regulation policies from four aspects: the level,type,adjustment and goal of policy implementation.First,implement the three-dimensional environmental regulation policy,make it play its due effect;Secondly,implement differentiated environmental regulation policies to combine with regional development;Thirdly,dynamic environmental regulation policy should be implemented to make it conform to the economic cycle.Finally,the targeted environmental regulation policy should be implemented to anchor the policy target.Based on the above research,the possible innovations of this paper may be reflected in the following three aspects:First,a multivariate Logit model is constructed to empirically analyze the impact of environmental regulation policies on labor mobility.By constructing a multivariate Logit model of the relationship between environmental regulation policies and labor mobility,the core explanatory variables such as command-controlled environmental regulation policy tools and market-motivated environmental regulation policy tools are used to explain their impact on labor mobility,and then the internal relationship between them is analyzed.Based on the analysis of current situation and mechanism,this paper innovatively puts forward the research hypothesis of the effect of environmental regulation on labor mobility,and verifies it by empirical method.Second,based on the mediating effect model,the relationship among environmental regulation policy,environmental quality,enterprise migration and labor mobility is tested.The two mediating variables,environmental quality and enterprise migration,were put into the multivariate Logit model of the influence of environmental regulation policies on labor mobility to test the role and relationship between the four variables.Based on the mediating effect model,regulatory economics and demography are innovatively combined through "push-pull theory" and "pollution haven hypothesis",which makes a certain contribution to broaden the disciplinary diversity and research richness.Thirdly,the relevant factors affecting environmental regulation policies in the Yangtze River Delta are systematically sorted out.Different from most literatures and existing studies that study environmental regulation policies based on nationwide data and cases,this paper selects the Yangtze River Delta region,where environmental regulation policies have been implemented maturely,as well as one of the regions with the most frequent labor mobility in China.This paper systematically reviews the regulatory policy changes,environmental quality changes,enterprise migration behavior and labor mobility in this region,which lays a solid foundation for the scientificity and reliability of the empirical results.
