Optimization Of Water Pollution Accidents Emergency Response Technology Where The Pollutants Are Not Included In The Emergency Database

Abstract/Summary:
The effective prevention and disposal of sudden pollution accidents in watersheds,the improvement of environmental emergency response capability and early warning level,and the protection of environmental safety are important elements of China’s environmental protection work.This study addresses the current situation that the existing research is limited to the emergency treatment of chemical substances contained in the case base or technology base,and conducts a study to find the best emergency technology for chemical substances that have not occurred in pollution accidents or do not yet have mature emergency treatment technology.In view of the problem that the existing historical case database and technology database have less information,the study searched a large amount of literature to screen out 123 chemical substances that have occurred in sudden water pollution accidents or have corresponding pollution control technology;and determined the chemical substance characteristics from the perspective of emergency treatment technology and pollution control technology characteristics,chemical substance physical and chemical characteristics,and established a chemical substance characteristics database to improve the watershed The database of emergency treatment of pollution accidents in the watershed is improved.In view of the limited amount of information in the watershed pollution accident emergency response database,the study established a model to find the best emergency response technology for watershed pollution accidents caused by chemical substances not covered in the database.The data mining algorithms based on search and clustering were used to establish two preliminary selection methods for emergency treatment technologies for pollutant outbreaks in watersheds not covered by the database,respectively,in order to obtain the chemical substances of the same kind or most similar to the target pollutant and extract their emergency treatment technologies as alternative technologies.Then,an expert evaluation method combining the comparative language of hesitant fuzzy language term set and single language,which is closer to the expert expression,was established,and the evaluation results were ranked by the improved TOPSIS method,and the emergency treatment technology with the highest closeness was derived as the most suitable treatment technology for the target pollutant.The study uses the Bisphenol A(BPA)spill contamination accident as an example to compare the method and validate the application of the above-mentioned optimization-seeking model.First,the K-nearest neighbor search strategy and the K-Means clustering algorithm were used to obtain the chemicals with similar physicochemical properties to BPA in the emergency treatment database of the basin outbreak pollution accident,and the chemicals obtained by the search algorithm(Diethyl Phthalate,Fluoranthene,Dimethyl Phthalate)were clustered into one class in the clustering algorithm.Toluene was not ranked high in the search algorithm.Therefore,the emergency treatment technologies of diethyl phthalate,fluoranthene,and dimethyl phthalate were primed as the emergency treatment technologies of BPA.Then,among the seven emergency treatment methods initially selected,the powder activated carbon adsorption technology was preferentially selected as the most suitable emergency treatment technology for this spill by expert hesitation fuzzy language term set scoring and then calculated according to the improved TOPSIS method.The reasonableness of the similar chemical substances screened by the primary selection process of the emergency treatment technology and the target pollutants,as well as the advantages of the powder activated carbon adsorption technology and the other six alternative technologies in terms of synthesis,were also analyzed from the perspectives of physicochemical properties,morphology,and usage,indicating the high feasibility of this research method.Finally,based on the above study,a database of watershed emergency pollution accident treatment technologies was developed based on MYSQL database management system to realize batch and rapid management of watershed emergency pollution accident treatment information data.Based on APPDESIGNER,we have developed an intelligent platform for finding the best technology for the emergency treatment of watershed pollution accidents,and embedded the above database and technology search model into the platform to realize the programmatic construction of database query and model.It is verified by example that the platform can quickly and accurately screen out the most appropriate emergency treatment technologies to assist experts in making decisions on actual pollution event.
