With the continuous advancement of the modernization of emergency management system and capacity,the concept of "people first,life first" has been deeply rooted in the hearts of the people,and the task requirements of "all-disaster and large-scale emergency" in the new era have put forward new requirements for township emergency response capabilities.The central government has repeatedly clearly proposed to "enhance the emergency management capacity of townships(streets)",and townships,as the grassroots governments of China,are still exploring the direction in the reform of the emergency management system,and are facing the great challenge of opening up the "last mile" of emergency management.Especially in the past three years,the new crown epidemic and natural disasters have frequently exposed,which has exposed the shortcomings of the emergency response capacity of township governments,and whether they can effectively and quickly deal with various emergencies is an issue that township governments must take seriously.This paper takes townships as the research object,and carries out emergency response capacity evaluation and improvement strategy research,which is of great significance to improve the emergency response capacity of townships.Firstly,based on the resilience theory,the research establishes a framework for assessing the resilience of township emergency capacity from the four dimensions of "response,monitoring,prediction and learning",and designs the evaluation indicators of township emergency capacity on the basis of literature analysis and policy document research,and constructs the evaluation index system of township emergency capacity based on the characteristics of resilience,and finally determines 4 first-level indicators,11 second-level indicators and 42 third-level indicators.Then,in order to explore the influence relationship between indicators,a DEMATEL-ISM model was constructed based on the Decision and Laboratory Method(DEMATEL)and the Explanatory Structure Model(ISM),and the resilience evaluation was carried out by combining the rough set discrimination matrix and the fuzzy synthesis method,so as to determine the key indicators and critical paths for the improvement of township emergency response capacity.Finally,taking M township in Mianyang City as an example,the township emergency capacity evaluation data were obtained through actual research and questionnaire,and after data processing and model solving,the causal relationship of the three-level indicators was determined,including 22 cause indicators and 20 result indicators,and 9 key indicators were calculated to obtain early warning subject,response efficiency,emergency command decision-making,supervision and reporting,emergency drills,emergency plans,economic losses,plan revision and situation awareness.A nine-layer hierarchical structure was formed,and it was concluded that supervision and reporting and situation awareness were the fundamental indicators affecting the emergency capacity building of M township,and five key paths for the improvement of emergency response capacity of M township were extracted.The results show that the response and monitoring of M township are medium resilience,and the prediction and learning are low resilience,so the strategy of improving the emergency capacity of M township is proposed,which provides a theoretical basis for the emergency capacity building of M township.
