Research On Safety Management Strategy For China Southern Airlines CO.Jilin Branch

Looking back at the past few years,from the public data of the Civil Aviation Administration,China’s civil aviation industry indicators continue to improve,except for the impact of the global epidemic caused by China’s civil aviation industry has a brief downward trend,but the overall development is healthy and benign development trend.The civil aviation industry,as an important force in the three-dimensional protection of China’s transportation,also has several attributes of politics,economy,profession and culture,and is a strategic industry of the country.As a national strategic industry,safety is the top priority of the civil aviation industry and is an eternal theme.Safety management is directly related to people’s life and property,the image of the country,and the harmony and stability of the society.Safety is not a fancy word,"safety is not everything,but without safety there is nothing" this blood fact has been verified countless times.This paper takes the Jilin Branch of China Southern Airlines as the research object,in view of the national strategic needs in recent years,the system safety planning proposed by the Civil Aviation Administration,and the strategic objectives of the implementation of safety work by China Southern Airlines Group,combined with the actual situation of Jilin Branch of China Southern Airlines.In order to further improve the branch’s safety management capability and comprehensive competitive ability to cope with changes in the industry situation,on the problems of insufficient safety strategies and orientations such as the lack of normative guidance of safety management system,systematic improvement of safety control capability and insufficient targeted implementation and monitoring of safety strategies found in the research and study,by combining Deming’s Ring theory,target control theory,REASON model,SHEL model and other quality Control and safety management related theoretical models,and the current industry commonly used safety management system construction methods and common safety management tools systematically and organically combined and analyzed.Through the development of safety management strategies to address the current branch safety management found in the next phase of sustained flight growth,industry requirements for safety more stringent predictability of environmental changes and other long-term safety strategy requirements.Three key safety development aspects of management system construction,safety management capacity building aspects,safety information technology digitalization three key safety development aspects of the development of the strategy of the three key attacks,to provide a set of feasible solutions to solve the branch of safety development may be insufficient system support.In terms of implementation and guarantee,the joint work project team will coordinate and promote the work of relevant systems,refine and decompose the tasks and indicators,and guarantee the work mechanism of safety culture,safety digital transformation,risk grading and control,and double prevention of hidden danger investigation and management through resource inclination and support.
