With the development of economy and science and technology,China’s transportation industry has also made great progress,civil aviation is no longer unfamiliar,has become a major means of travel in China.However,aviation accidents exert enormous influence on people’s lives,as well as the economy and natural environment of the country.Despite the domestic and foreign specialists’ long-term study on preventing aviation accidents and reducing aviation risk,aviation accidents occur from time to time.And due to the differences in the activities,people cannot realize the reuse and sharing of safety management of civil aviation.The use of ontology to build a safety management of civil aviation base helps to realize the application and sharing of knowledge in the field of safety management of civil aviation.The thesis research is mainly divided into the following four parts:The first part,on the basis of literature research,safety management of civil aviation’s activities are decomposed into WBS,which are mainly divided into flight safety activities,maintenance safety activities,air traffic control safety activities,and airport safety activities.On the basis of the first-order decomposition,a second-order decomposition is performed,it enables civil aviation safety activities to be subdivided into each controllable part,and clarifies the risk information that can be monitored at each level,laying a foundation for the construction of the precursor information system.The second part,based on the aura information concept,a aura information system is constructed.According to the accident cause theory,the REASON model,and the Con CA model,the aeronautical information system is constructed according to three aspects: flight safety activities,air traffic safety activities,maintenance safety activities,and airport safety activities in terms of people,equipment,and environment.The establishment of this system is helpful for timely identifying potential threats that may occur in civil aviation safety activities,and provides a basis for the establishment of precursory information in the ontology knowledge base.The third part,the Protégé software and the optimized "seven-step method" are used to construct the safety management of civil aviation’s ontological knowledge base.There are four major categories in the database: civil aviation activities,aura information,risk events,and safety measures.They form a link relationship,that is,aerospace events are generated by aura information in civil aviation activities,and then measures are taken to address this risk.The fourth part,the application of the safety management of civil aviation’s ontological knowledge base.Through Ontograf to achieve the display of similar classes or key classes,you can find similar or significant actual cases in the library,then use pellet reasoning to reason about the knowledge or cases in the library,you can find the precursor information of the accident case and the measures that has been taken.And the use of Yunnan’s "11.21" accident case achieved this application of reasoning.Through the establishment of the civil aviation’s safety knowledge base,a civil aviation accident archive can be established based on the ontology to display complete data,aura information,etc.that cause civil aviation accidents such as air traffic control,maintenance,flight,airports,etc.At the same time,inference rules can be established,and according to this rule,it can obtain corresponding security measures in time,and help civil aviation companies effectively prevent accidents and improve management efficiency.
