Research On Countermeasures Of Safety Operation Supervision Of Chengdu Shuangliu International Airport

In recent years,China's aviation industry continues to grow and develop at a high speed.According to statistics,the annual passenger throughput of the top ten airports in China has increased by more than 5% in 2012-2018.Civil aviation airports have gradually become the hub of air passenger and cargo transportation in China,and Civil Aviation Airport services have become a focus with the dual attributes of commercial products and public service products.As the regulatory layer,the supervision and management of CAAC in the development of the civil aviation industry is becoming more and more important.This paper focuses on the supervision of the safe operation of Chengdu Shuangliu International Airport.In view of the increasing importance of civil aviation industry in the development of national economy,safety has always been the first place in the development of civil aviation,and safety supervision has become one of the important work of civil aviation related departments.The foreign civil aviation industry started earlier,the corresponding supervision of civil aviation safety operation also developed earlier,and the supervision research is more in-depth.From the perspective of foreign research,from the initial research on the safety of technical equipment,to the consideration of human factors,and then to the systematic research on safety supervision,from the results of the research,it is of great significance to our systematic improvement of safety supervision.Of course,in recent years,there are many scholars in our country who re-study the experience of civil aviation safety supervision in the United States,introduce the theory of organizational behavior,game theory and other related theories,and carry out in-depth research on some aspects of civil aviation safety supervision in our country,providing the corresponding research results,and providing the basis for our follow-up systematic research.Based on the summary of the domestic and foreign civil aviation regulatory research,this paper analyzes the types of safety operation accidents in Chengdu Shuangliu International Airport,combining with the current situation and characteristics of the development of safety operation supervision in Chengdu Shuangliu International Airport,as well as the summary of the problems existing in the safety operation supervision by the staff of the main departments during the interview Nah,the main problems in the safety supervision of Chengdu International Shuangliu Airport are as follows: 1.Unclear rights and responsibilities of the main body,mutual buck passing;2.The supervision focuses on the results rather than the process;3.The work efficiency of supervision is not high,etc.the causes of these problems are analyzed by reason analysis,from the weak legal basis of supervision,the drawbacks of supervision system,and the supervision technology system This paper analyzes the backward,insufficient allocation of regulatory resources,single regulatory methods and means,imperfect performance appraisal mechanism and lack of external supervision mechanism,and draws lessons from the advanced experience of civil aviation safety supervision in the United States and Hong Kong airports,from the aspects of improving the regulatory system,improving regulatory technology,increasing regulatory resources and rich regulatory methods of civil aviation safety supervision In order to improve the safety supervision of Chengdu Shuangliu Airport,corresponding suggestions and countermeasures are put forward...
