The Efficiency Evaluation And Influence Factors Analysis Of Environmental Protection Expenditure Of Huai’an Local Government

With the continuous development of society and economy,China has entered the new normal stage of socialism.One of the key points of this stage is to build a good ecological civilization and promote the overall layout of "five-in-one".However,environmental protection has also entered a new stage of overcoming difficulties.In order to strengthen environmental protection and improve the public’s satisfaction with the ecological environment,the Huai ’an municipal government has always adhered to the principle of "ecological priority,intensive development,systematic governance,standardization and precision,and bottom-line thinking",comprehensively deployed the construction of ecological civilization and environmental protection,and comprehensively fought the battle of pollution prevention and control.As environmental protection is a public service and public product with its public attribute,the environmental protection work in various counties and districts is mainly led by the government.However,in recent years,the general public budget of Huai ’an city is tight.At the same time to implement the general public budget funds compared with the previous year "only reduce not increase" policy and huaian city environmental protection financial expenditure accounted for less than 3% of the total budget average proportion,therefore,it is urgent to improve the expenditure efficiency of environmental protection of Huai ’an local government.Based on the relevant data of environmental protection in each county of Huai ’an city from2014 to 2018,this paper firstly uses DEA-BCC model and DEA-Malmquist model respectively to carry out static and dynamic efficiency evaluation,and selects the financial expenditure of "211 Energy Conservation and Environmental Protection" as the input index of efficiency evaluation.Select the general industrial solid waste utilization,industrial wastewater,industrial so2 emissions(powder),industrial smoke dust emissions and the rate of good quality it five indexes as the output of the efficiency evaluation indexes,this paper analyzes the comprehensive technical efficiency value,scale for efficiency,pure technical efficiency value and total factor productivity,etc.,The projection is used to analyze the input redundancy and output shortage and the reasons why the efficiency evaluation is not optimal.Secondly,six factors,including per capita GDP,population density,urbanization rate,industrialization level,industrial education level and government size,are selected to carry out hypotheses,and the impact of the six factors on efficiency is verified through data chart comparative analysis and two-way fixed effect regression analysis.It provides data support for the suggestion of improving the expenditure efficiency of environmental protection of Huai ’an local government.Finally,on the basis of the research conclusions,starting from the unique ecological environment of Huai ’an city,put forward some suggestions to improve the f expenditure of environmental protection: optimize the financial expenditure structure of environmental protection,control the scale of expenditure;Increasing technical means of environmental protection to improve the level of environmental protection;Innovate environmental protection system and improve environmental protection management ability;Appropriately reduce the size of the government and use human,material and financial resources more efficiently;Adjust industrial structure and promote green economic development;We will strengthen the management and protection of lakes and improve the system for developing river and lake resources.
