| As economic development enters a new normal,environmental problems are becoming increasingly prominent.However,due to the extensive development mode in the past,environmental problems have become more and more serious.In order to improve the ecological problems caused by environmental degradation,in recent years,Guangdong ’s expenditure on environmental protection has also increased,but environmental pollution has been diversified and the frequency of pollution has been increasing.It is not feasible to solve environmental problems simply by increasing the scale of fiscal environmental protection expenditure.This paper uses the DEA-BCC model and DEA-Malmquist model to study the environmental protection effects of 21 prefecture-level cities in Guangdong Province.The empirical results show that Guangdong Province as a whole The level of efficiency is not high,and there are still large gaps between municipalities at various levels.The overall low efficiency of the scale is the main reason for the low level of the overall level.The Malmquist index method shows that the overall level of science and technology in Guangdong is low.Secondly,this article also uses the Tobit method to study the influencing factors that affect the efficiency of fiscal and environmental protection expenditures at various prefecture-level cities in Guangdong Province.Empirical research shows that the level of economic development,population factors,industrialization,and opening up are not conducive to improving the efficiency of fiscal environmental protection expenditures.The acceleration of the process of environmental protection can improve the efficiency of environmental protection expenditures at the prefecture-level cities in Guangdong Province.Finally,based on the above empirical results,the appropriate adjustments to the scale of fiscal environmental protection expenditures,optimization of the structure of fund use,improvement of technological level,adjustment of industrial structure,increased public participation,strengthened environmental protection supervision,and improved external environment are given. |
