| Since China’s reform and opening up in the past 40 years,the national economy has made rapid development,creating a "Chinese miracle" in the world and surpassing Japan in 2010,making it the second largest economy in the world after the United States.The rapid growth of the economy has significantly improved people’s living standards,but at the same time,the traditional extensive economic development mode produced by the pollutant quality has gradually exceeded the environmental self-purification capacity,leading to increasingly serious ecological environment problems.In particular,new forms of pollution in recent years,such as haze,have a more complex composition of pollution sources,wider impact areas,longer duration,and more difficult to avoid harm to the health of the population,which makes environmental governance more difficult.With the deterioration of the ecological environment,China’s Government’s attention to environmental protection has been strengthened,even in the 2012 held in the 18 major proposed "five-in-one",for the first time,the construction of ecological civilization and economic construction,political construction,cultural construction and social construction juxtaposed.The 2007 Government income and expenditure classification reform of the new "211 Environmental protection" account,marking the beginning of China’s environmental protection expenditure of government to carry out a special accounting,so that we can not only clearly see the Government’s environmental protection expenditure changes year by year,but also for the analysis of this article to provide an authoritative source of data.Since the establishment of this subject,its size and structure have changed,whether it can effectively control the environmental pollution situation,how its expenditure efficiency level and how to improve the efficiency level of government environmental protection expenditure has become a problem that needs to be clearly identified at present.Therefore,this article in the domestic and foreign many at home and abroad on the government environmental Protection expenditure efficiency accounting,efficiency level analysis of the impact factors and other academic achievements,combined with the relevant literature content,according to China’s environmental protection expenditure responsibility is mainly in the local government this objective fact,This paper selects the efficiency Evaluation index from two aspects of the input and output of local government environmental protection activities,in order to measure the efficiency level of environmental protection expenditure of local government in our country,and at the same time,selects the influencing factors from all aspects of social development from the factors that affect the efficiency of environmental protection expenditure of local governments in China,in order to measure the direction and size of different factors’ influence on the efficiency of local government environmental protection expenditure.Aiming at the results of empirical analysis,this paper will put forward three policy suggestions on how to improve the efficiency level of environmental protection expenditure of local governments in China: first,we should realize the long-term growth of government environmental protection expenditure,expand the scale of government environmental protection expenditure,and establish a stable growth mechanism of sound expenditure in order to effectively curb the environmental pollution situation in China.Secondly,we should improve the local government environmental protection expenditure management system and use the system to guarantee the effective use of funds.Finally,combined with the influence factors of local government environmental protection expenditure efficiency,provinces and cities should optimize the industrial structure according to the actual situation,improve the level of regional opening to the outside,change the local economic development mode,and realize the green development. |
