| Environmental problems are serious issues cuoncerning sustainable national development.The Party’s twenty National Congress report pointed out Chinese modernization is the modernization of harmonious coexistence between man and nature.To fully build China into a great modern socialist country and realize the second centenary goal,China should focus on solving prominent environmental problems and establishing a green,low-carbon and circular urbanization model of development.Years of theoretical and practical research have shown that coordinated promotion of newtype urbanization and low-carbon development can effectively ensure rapid social progress while reducing pollutant emissions and ecological and environmental burdens,so as to achieve "both economic and environmental".Therefore,it is of great practical significance to study the interactive mechanism and coordinated promotion of new-type urbanization and low-carbon development.New-type urbanization is a new development path to realize the overall planning and coordinated integration of urban and rural areas in the new era.It aims to effectively promote ecological civilization and the construction of a green China,pay attention to improving the quality of people’s livelihood,explore cultural characteristics and improve the modern public service system.Low-carbon development is a sustainable development model that develops low-carbon industries through innovation of new energy technologies and emission reduction technologies under the guarantee of policies and institutions,accelerates the development of clean energy and improves the efficiency of energy use,which coincides with the concept of new-type urbanization.New-type urbanization promotes the low-carbon transformation of cities through the scale effect of population agglomeration,the homogeneity effect of human behavior,the adjustment of urban layout and the low-carbon transformation of service industry.In turn,low-carbon development promotes the construction of new-type urbanization by optimizing spatial layout,changing residents’ lifestyle and upgrading industrial structure.The two forms a good interactive relationship.The entropy method is used to measure the level of new-type urbanization and low-carbon development,and the results show that the overall level of urbanization in our country shows an increasing trend year by year,and is greatly affected by economic factors.The comprehensive level of new-type urbanization in the eastern and southeastern coastal areas is the highest,while the northeast is the weakest,but the regional gap is narrowing under the convergence effect.The level of low-carbon development has also been improved to some extent.In addition to industrial carbon emissions,air pollution caused by human behavior has also become an important factor hindering low-carbon development.In the comparison of the two systems,the change speed of low-carbon development is slightly backward,and the pace of urban modernization construction and low-carbon transformation is not consistent for the time being.Therefore,low energy consumption and quality improvement strategies should be sought to promote the construction of new urbanization,so as to realize the coordinated progress of new-type urbanization and low-carbon development.Further,the coupling coordination degree model is used to measure the coordination between new-type urbanization and low-carbon development,and the simultaneous equation,mediation effect and spatial model are used to make empirical suggestions.The results show that,first,there is a strong interaction between new-type urbanization and low-carbon development,and the interaction is reflected in land quality,economic density and education level.The coordination level of the two is improved year by year,but there is still room for improvement.The coupling coordination degree of the First-tier cities and Jiangsu and Zhejiang provinces is strong.Second,there are regional differences in the interaction.The mutual promoting effect between the two is the strongest in the western region,the low-carbon model can significantly improve the efficiency of urbanization in the southern region,and the newtype urbanization construction in the northwest part of the Hu Huanyong Line has a profound influence on the agglomeration of green economy.Third,urban spatial structure,industrial adjustment and human development can coordinate new-type urbanization and low-carbon mode.The quality of education level and population quality play a significant role in promoting the coordination between local new-type urbanization and low-carbon development in,but can inhibit the coordination degree of neighboring areas.The adjustment of industrial structure can highly gather the local economy and realize energy conservation and emission reduction.However,the promotion effect on the coordination degree of neighboring areas is far less than that on the local area.The urban spatial structure plays a significant role in promoting the coordination degree of new urbanization and low-carbon development in the region,which is conducive to getting rid of the local low coupling dilemma.It also reflects a high degree of correlation in the process of influencing the urban spatial structure in neighboring areas,which can form a positive spatial interaction.Based on the above theoretical analysis and empirical test results,in order to improve the level of new-type urbanization and low-carbon development,and promote the coordinated promotion,it is suggested to start from the following aspects: first,steadily build new cities and towns,and accelerate the development of low-carbon mode;Second,apply the right policies according to local conditions and create regional collaborative governance;Third,optimize urban spatial layout to achieve efficient and low-carbon reform;Fourth,change the way of energy utilization and build a modern industrial system;Fifth,increase the investment in publicity and education,and implement the all-round development of human. |
