Ecological environmental governance and reducing poverty are important tasks for global sustainable governance in the 21 st century.Environmental protection and poverty issues will become the central issue of the world.The extensive economic development method is no longer applicable to the concept of socialism with Chinese characteristics in the new era,especially to concentrate on poverty alleviation in the integrated area of the continuous continuous film.In order to take into account the dual tasks of achieving natural environmental protection and reducing poverty,we organically integrated poverty alleviation and development and natural environmental protection,carried out in-depth practice of natural ecological environmental governance,and took an effective measure to ecological environmental governance as a poverty-stricken phenomenon in the fragile ecological environment.Actively exploring the effects of ecological environment governance on the promotion of the industrial structure upgrade of the district and county,which is conducive to the establishment of a long-term mechanism for sustainable development after poverty alleviation in the area and counties.At the county level,this paper was selected as a poverty-stricken county in the 14 concentrated areas of China from 2013-2018 as research objects.At the enterprise level,the data in the district and county from 2013-2015 is selected as the research object.Focusing on the research on the promotion effect of the industrial structure upgrade of the district and county,the research results show that the research results show that the governance of ecological environment will indeed help promote the upgrading of the industrial structure of the district and county.In the inspection of stability,replacement tool variables: the results of the empirical results before and after;the replacement of the explained variable: ecological environment governance can promote the increase in the output value of three industries,and the promotion effect of the output value of the first,second,and third industries in the district is enhanced in turn;for the core;for the core Explanation Variable Group return: In areas and counties with superior ecological environment,the more significant the promotion of ecological environmental governance on the proportion of the two-tertiary industries in the district and counties.By replacing tool variables,interpretation variables,and group regression analysis of the core explanation variables also indirectly confirmed the core point of this article.After testing the theoretical mechanism,this article found that the ecological environmental governance has promoted the upgrading of the industrial structure of the district and county through the three aspects of ecological environment governance through the three aspects of improvement of local labor supply level,promoting capital accumulation,and alleviating the constraints of fiscal budget constraints.In addition,after an expansion analysis of the research objects of the enterprise,it was found that the number of ecological environment governance prompted the increase in the number of enterprise employees,and the increase in the increase in the number of employees of non-polluting enterprises greater than the increase in the number of employers of polluting enterprises;the governance of ecological environment can help pollution Enterprises’ debt financing and equity financing of non-polluting enterprises;ecological environmental governance can increase the subsidy income of polluting enterprises,and then promote green transformation of polluting enterprises,thereby promoting the upgrading of the industrial structure of the county and county.The innovation point of this article is mainly: First,this article enriches the research perspective of the development of poverty alleviation in concentrated and continuous poverty-stricken areas.Secondly,this article will concentrate the full samples of the special area of the sample as the research object,which is more universally revealed in the statistically sense of the factors that affect the industrial structure of the county and counties,and provide us with a certain amount of reference for the full picture of the industrial economic development of the district and county;Third,the impact of ecological environment governance on the industrial structure of the district and county can effectively make up for the lack of research on the current economic direction of ecological environment governance in regional economic directions.
