Research On Policy Implementation Of Ecological Protection And High Quality Development In The Yellow River Basin

The Yellow River is our mother River.The General Secretary has always been concerned about ecological protection and high-quality development in the Yellow River basin.Since the18 th CPC National Congress,the General Secretary has visited nine provinces and regions along the upper,middle and lower reaches of the Yellow River,making ecological protection and high-quality development of the Yellow River basin a major national strategy.On September 18,2019,the General Secretary pointed out at the forum on ecological protection and high-quality development of the Yellow River Basin that the management of the Yellow River should focus on protection and governance.The Sixth Meeting of the Financial and Economic Commission of the CPC Central Committee in January 2020 further emphasized the importance of large-scale protection and governance of the Yellow River Basin based on the integrity of the whole basin and the ecosystem.Protecting the Yellow River is a grand plan to realize the great rejuvenation of the Chinese nation,and controlling the Yellow River is an essential part of improving people’s living standards and quality.Achieving high-quality development in the Yellow River Basin is the only way to promote all-round economic and social development.First of all,this paper explains the theories involved in ecological protection and high-quality development of the Yellow River Basin,in order to clear the concept and theoretical support.After that,by means of participant observation,interview and literature method,the status quo,exploration and effectiveness of the policy implementation in B City were analyzed,and the beneficial exploration and effectiveness of the policy implementation in B City in the Yellow River Basin ecological protection and high-quality development were summarized.Then,the difficulties faced by B City in this work are sorted out in detail,and the reasons for the difficulties faced by B city in promoting the ecological protection and high-quality development policy of the Yellow River Basin are deeply analyzed by conducting research and judgment on the problems and impacts from the level of policy implementation.Finally,the paper summarizes the countermeasures and suggestions for improving the implementation of ecological protection and high-quality development policies in the Yellow River Basin.This paper mainly summarizes the specific measures in the implementation of policies on ecological protection and high-quality development of the Yellow River Basin from multiple dimensions in view of the causes of the problems,applies theories to practical work,strives to break through the current research tendency of focusing on theory rather than practice in the Yellow River Basin,and summarizes some universal countermeasures,which meet the needs of the current basin ecological protection and high-quality development.
