Study On The Influence Of China’s Air Pollution Control Policy On The Quality Of Export Products

Since the reform and opening up,China has relied on the advantages of abundant labor resources,foreign trade has developed rapidly,and in 2009 it became the largest exporter of goods trade in the world,but China has been in the low-end link in the global value chain division of labor system,and the overall quality of export products is lower than that of developed countries.According to the requirements of the report of the 20th National Congress of the Communist Party of China,as well as the arrangements and deployments of the"14th Five-Year Plan"and the long-term goals for 2035,China should continue to further promote the battle against pollution,promote the modernization of the environmental governance system and governance capacity,and achieve high-quality development.In the process of pollution control,air pollution prevention and control is the top priority,and air pollution prevention and control as a kind of environmental regulation,the environmental compliance costs may crowd out the production and research and development funds of enterprises,which is not conducive to the improvement of product quality of enterprises.In this context,this thesis studies the impact of air pollution prevention and control policies on the quality of China’s export products,which is conducive to better improving air pollution prevention and control policies and promoting the improvement of export product quality and international competitiveness.This thesis first sorts out the relevant literature of air pollution prevention and control policies and export product quality,and summarizes the evolutionary changes and practical characteristics of China’s air pollution prevention and control policies.Secondly,based on the database of Chinese industrial enterprises and customs database from 2000 to 2014,the export product quality was scientifically measured with reference to Shi Bingzhan’s regression equation reverse inference method,and then the current situation of export product quality of Chinese enterprises was comprehensively analyzed.Thirdly,based on the cost theory of environmental compliance and the"Porter hypothesis",this thesis theoretically analyzes the mechanism of air pollution prevention and control policies on the quality of export products,and uses policy synergy theory to explore the synergistic effect between air pollution prevention and control policies.Furthermore,this thesis selects five air pollution prevention and control policies,including the SO₂emission reduction target of the Eleventh Five-Year Plan,the cleaner production standard,the pilot of low-carbon cities,the reform of SO₂emission charges and the pilot of emission right trading,which are implemented in the same year,and takes the SO₂emission reduction target of the Eleventh Five-Year Plan as the benchmark policy,uses the double difference method to empirically test the impact of air pollution prevention and control policies on the quality of export products,verifies its impact mechanism,and carries out heterogeneity analysis from the regional,industry and enterprise levels.The thesis also focuses on the synergistic effects of different air pollution prevention and control policy combinations on export product quality.It is found that the implementation of the SO₂emission reduction target,SO₂emission right trading pilot and low-carbon city pilot policy in the 11th Five-Year Plan significantly improved the quality of enterprises’export products,while the implementation of cleaner production standards significantly reduced the quality of enterprises’export products,and the implementation of SO₂emission fee reform had no significant impact on export product quality.The mechanism test shows that the air pollution prevention and control policy can affect the quality of export products of enterprises through the"cost squeeze effect"and"innovation incentive effect".Further analysis shows that the combination of air pollution prevention and control policies composed of benchmark policy and SO₂pollution discharge fee reform or low-carbon city pilot is more effective.The heterogeneity analysis shows that there are regional differences,enterprise differences and industry differences in the impact of air pollution prevention and control policies on the quality of export products of Chinese enterprises.Based on the above research conclusions,this thesis puts forward some policy suggestions,such as optimizing and adjusting air pollution prevention and control policies differently,giving full play to the innovative incentive effect of air pollution prevention and control policies,air pollution prevention and control should be tailored to locality,industry and enterprise,and giving full play to the synergistic effect of air pollution prevention and control policy combination,in order to promote the high-quality development of air pollution prevention and foreign trade in a coordinated manner,and achieve a win-win situation between environmental improvement and economic development.
