Abstract/Summary:
Implementing the regional integration development strategy is essential to promote the high-quality development of economy,improve the pattern of reform and opening-up in China.Regional atmospheric environment,as an important part in developing the integration in ecological environment and in different regions,should be given first priority.Faced with serious air pollution problems,Chinese government has introduced a series of policies including the action plan for preventing and controlling air pollution,and the action plan for winning the battle for blue skies.All these policies have improved the quality of atmospheric environment while there is still a long way to go when it is compared with the criteria of the high-quality development in regional integration development.Currently,regional coordinated prevention and control of air pollution depends on the coordinated mechanisms without standard systems in key regions like the Beijing-Tianjin-Hebei regions and the Yangtze River Delta region.In these regions,there exists many problems like lacking the regional coordinated incentive mechanisms and limited regulation systems,which hinder the fruitful results in the regional coordinated prevention and control of the air pollution and make it hard to satisfy the needs of realizing balanced development in environmental,economic and social benefits under the context of the regional integration.Therefore,under the context of the regional integration,this research analyzes the incentive mechanism of the regional coordinated governance of the air pollution and regulation policies.Firstly,based on the practices of regional coordinated prevention and control of the air pollution in China,major problems during this process are analyzed.Then,a regional coordinated target system is established according to the needs of balancing the environmental,economic and social benefits under the context of the regional integration development.Depending on this system,this research discusses three models of the regional and coordinated governance mechanism and administrative regulation mechanism and tax regulation model to analyze the case of the Yangtze River Delta region so as to establish administrative transfer incentive mechanisms and tax incentive mechanisms under the regulation strategies.Finally,based on the strengths,weaknesses and conditions of two incentive methods,models and ecological compensation patterns,this research builds an incentive mechanism and regulation policies suitable for the Yangtze River Delta region according to the current development of administration system,regional integration in the Yangtze River Delta and ecological integration.The main content is divided into the following five parts.1.This research analyzes the current situation of regional and coordinated governance of air pollution and the major problems in the prevention and control of air pollution.Firstly,this research demonstrates China’s explorations in the regional and coordinated governance of air pollution in the past three decades according to four periods.And then major problems in the regional and coordinated governance of air pollution are discussed in this research under the context of the regional integration.2.Based on the regional integration development policy,this research is also aimed at setting up a target system of regional coordinated prevention and control of air pollution.Considering the aim of regional integration is to achieve environmental,economic and social benefits at the same time,this essay takes the health benefits,reduced costs of cutting emissions and reduced costs of unemployment brought by the decrease of air pollution into the target system of regional and coordinated prevention and control of air pollution.And it also forms a target system and corresponding functions of coordinated prevention and control of air pollution under the context of regional integration.Based on the above data,this essay further builds a regional governance model that presents the respective pollution emissions and lowered concentration of pollutants and calculates reduced costs of cutting emissions,lowered health damage rates and reduced employment rates with the Yangtze Delta region as an example.3.Based on the target system of regional and coordinated prevention and control of air pollution,this research establishes a regional governance model with administration methods.This essay forms an optimizing model of pollutant reduction in different regions,which is established under the condition of reducing regional emissions and cutting the pollutant concentration to achieve goals of maximizing the most health benefits,minimizing the cost of the pollutant reduction and unemployment.Then this research takes the prevention and control of sulfur dioxide as an example in three provinces,one city(Jiangsu Province,Zhejiang Province,Anhui Province and Shanghai Municipality)and the Yangtze River Delta region to analyze results under the guidance of two models and establishes an ecological compensation mechanism among different provinces and municipalities through transfer payments so as to encourage the regional cooperation.4.Based on the target system of regional coordinated prevention and control of air pollution,the author builds a tax regulation model of coordinated governance mechanism with administrative regulations.With the tax regulation methods,Stackelberg model is presented in this essay.Based on this model,a tax regulation model is established,which takes maximizing health benefits,minimizing the costs of cutting pollutants and unemployment as goals.And also this research takes the prevention and control of sulfur dioxide as an example in three provinces,one city(Jiangsu Province,Zhejiang Province,Anhui Province and Shanghai Municipality)and the Yangtze River Delta region to analyze optimal results under the guidance of two models,discuss strengths and weaknesses of tax regulation models and establishes an ecological compensation mechanism to regulate tax of cutting emissions among different provinces and municipalities so as to encourage different regions to cooperate with each other more actively.5.Taking the case of the Yangtze River Delta region as an example,this research establishes an incentive mechanism and regulation policies for regional coordinated prevention and control of air pollution.This research also compares the strengths and weaknesses of the two models,two incentive compensation patterns and the features of ecological compensation plans,feasibility and the results of cases and then puts forward an incentive mechanism suitable for China’s reality after analyzing the administration regulation and tax regulation methods.And the author also provides some suggestions for the regional and coordinated regulation in different aspects including improving the regulation mechanism of coordinated prevention and control of air pollution,making overall plans for indicators of reducing emissions in different regions,perfecting the ecological compensation mechanism and establishing a standard monitoring system of environment in order to ensure the efficiency of regional coordinated incentive mechanisms.Based on the above researches,the following parts show the innovation of this essay.Under the context of the regional integration,this research discusses the incentive mechanism of regional and coordinated prevention and control of air pollution and problems in its regulation with quantitative analyses.And specifically,under the context of the regional integration,this research firstly takes environmental,economic and social benefits into consideration and builds a scientific target system of cross-regional coordinated governance of air pollution.And then the author establishes two incentive mechanisms through administration and tax regulation methods to form two ecological compensation plans according to the case of the Yangtze Delta region.Finally,after comparing two models and combining empirical results,the author provides some suggestions for incentive mechanism plans and regulation policies suitable for the regional integration in the Yangtze Delta region.Till now,there are no related quantitative results in the researches of the regional coordinated governance of air pollution.Therefore,such analysis is considered as the major innovation in this research.
