In order to solve serious water shortage in the north of China, our countryimplemented the South-to-North Water Transfer Project, an oversize infrastructureproject. Eastern Route of South-to-North Water Transfer Project is expected to achieveat the2013. Whether the pollution can be solved thoughtly and whether the waterqulity can be qurarteeted are the key to project success. Speeding up drawing up plansof the prevention and control of water pollution water for the city along the projectareas, and strengthening the research of technology policy and implementing scheme,are the important part to ensure completing the national water pollution control work.According to the national “Twelfth Five-Year plan" for water pollution preventionand control work deployment, Zaozhuang is the key nodes of the water pollutionprevention and control of the Huaihe River Basin and even the Eastern Route ofSouth-to-North Water Transfer Project, and is one of the key cities of the country’s60water pollution prevention and control. The lake river of Zaozhuang must achieve levelIII before the end of2012, and achieve zero discharge of sewage for the major rivers.Strengthening Zaozhuang water pollution control work has important social, economicand environmental significance.The study investigates and analyzes the city’s natural environment, socialeconomy, sewage discharge and treatment status and other background information. Atpresent water has been polluted seriously within Zaozhuang. The main pollution sourcecomes from discharge of the life industry, agriculture source and aquaculture, in whichcity sewage and industrial sewage are the main reasons of the pollution.So,theprevention of agriculture pollution,city sewage and industrial sewage should be stressed during the "12th Five-Year Plan". Under the guidance of the theory of waterpollution control planning, the paper takes the water pollution prevention and controlin the district of Chengguo River as the case study. Then are the cell population,economic development, water supply and drainage amount and total pollutantdischarge are forecasted,and the pollution reduction in different planning stages isdetermined.In accordance with the total control principle,the study determines thepollution reduction in different planning level year. Based on the total amount controlprinciple, furthermore, the industrial pollution, infrastructure construction of city,storage and recycle for gray water, restoration and protection of ecologicalenvironment, protection of the centralized drinking water source and rural non-pointsource control are discussed. The total amount control of sewage and reduction schemeare put forward.The research indicates that Zaozhuang need to implement71key projects of8major categories,totally need2714000000yuan at the end of2015.
