| Since China acceded to the WTO in 2001,China's foreign trade has been thriving.In 2009,China surpassed Germany to become the world's largest trading country.As one of the "troika" to promote economic growth,export has brought huge foreign exchange income and sustained economic growth to China.However,in the early stage of China,the extensive economic development mode,and the status of the "world factory" led to the excessive emission of pollutants,which caused severe environmental pollution.It has become a common consensus in today's society to strengthen environmental governance,reduce environmental pollution,and build a "beautiful China." "Theory of environmental regulation" is regarded as an effective means to reduce environmental pollution and improve environmental quality.With the government's increasing efforts in environmental protection and the introduction of environmental regulation policies,the production and operation behavior of enterprises,including exports,will inevitably be affected.Based on this,this paper selects the implementation of the Eleventh Five-Year Plan COD emission reduction policy as a quasi-natural experiment.Based.on the data of Chinese industrial enterprises and Chinese customs from 2003 to 2008,we use Differences-in-Differences(DID)and Difference-in-differences-in-differences(DDD)to analyze the impact of the policy on the export of Chinese enterprises,in order to make some marginal contribution to the research of environmental regulation policy and export.The main contents of this paper are as follows:First of all,the main methods of measuring environmental regulation are based on the internalization theory of environmental cost,Porter's hypothesis and the mechanism of environmental impact on exports,and the relevant theories and existing literature at home and abroad are combed and summarized in the multiple perspectives of environmental regulation and trade.Secondly,the general situation of water pollution,water pollution supervision,and the background of the "Eleventh Five-Year Plan" COD emission reduction policy are described.At the same time,this paper introduces the export situation of China from four aspects:total export volume,export products,trade mode,the export of different enterprises.Thirdly,we use DID and DDD models to make empirical analysis,so as to explore the impact of the "truth five-year plan" COD emission reduction policy on the export volume and types of Chinese enterprises.In addition,two methods were used to verify the robustness of the results,including the replacement of data samples and the placebo test.Considering that this kind of influence will be different due to different ownership,trade mode,location and scale of enterprises,this paper analyzes the heterogeneity.According to the results of the study,the emission reduction plan of the "Eleventh Five-Year Plan" COD has a significant negative impact on the export volume and export product categories of Chinese enterprises.At the same time,the research results have good robustness and obvious heterogeneity.Then,in this study,the intermediary effect model is constructed to identify the impact mechanism of the "Eleventh Five-Year Plan"COD emission reduction policy on the export of enterprises.According to the research results,there are negative cost increase effect and positive innovation promotion effect in the "Eleventh Five-Year Plan" COD emission reduction policy,and the total effect of the policy on the export of enterprises depends on the superposition of the two.The cost increase effect of the "Eleventh Five-Year Plan" COD emission reduction policy on the export of enterprises is greater than that of innovation promotion effect,which ultimately reduces the export volume of enterprises and reduces the range of export products.Finally,based on the conclusion of the above research,combined with the current environmental situation and export development in China,the corresponding policy recommendations are put forward. |
