The 20 th Party Congress Report pointed out that high-quality development is the primary task of building a modern socialist country,and the development of industry as an important implementation carrier and main focus will have a direct impact on the depth and breadth of high quality development.Among them,the transformation and upgrading of pollution-intensive industries characterized by high pollution,high consumption and low efficiency,and the optimal reset of spatial layout play an important role in transforming the development mode and transforming the growth momentum.As the frontier of high-quality development,the eastern region of China has a high share of pollution-intensive industries,in this context,what is the evolution of the level of high-quality development in the eastern region? Does the agglomeration of pollution-intensive industries and different agglomeration patterns have a weakening effect on the quality development of the eastern region? What are the effects? In-depth discussion of the above questions is important for the eastern region to optimize its industrial development path and continue to play a leading role in terms of location advantages.Therefore,this study takes the eastern part of China as the research area,and relies on the "Five Development Concepts" to measure the high quality development level of eastern China at different scales by constructing an evaluation system including 26 indicators in 5 dimensions,and then systematically analyzes the overall agglomeration level of pollution-intensive industries,the specialization agglomeration level and the The direct and spillover effects of diversified agglomeration levels on the high-quality development of eastern China are then systematically analyzed,and the main conclusions are as follows.Research on the level of pollution-intensive industrial agglomeration in the eastern region finds that,firstly,the level of pollution-intensive industrial agglomeration in eastern China is lower than the national average,with significant spatial heterogeneity characteristics.In time,the industrial agglomeration shows a fluctuating downward trend,while Hebei,Shandong and Hainan have a higher level of industrial agglomeration and show an obvious growth trend.Spatially,the level of pollution-intensive industrial agglomeration in the eastern region shows a spatial distribution pattern of "high in the north and low in the south,high in the west and low in the east",with the center of gravity of industrial agglomeration shifting to the southwest as a whole,and the level of industrial agglomeration increasing significantly in northern Hebei Province,southern Shandong Province,western and northern Guangdong Province.Second,the development trends of specialized and diversified clusters of pollution-intensive industries in eastern China are different,and the spatial divergence is significant.Temporally,the specialization agglomeration shows a small decreasing trend,while the diversification agglomeration level shows a fluctuating increasing trend,in which Beijing,Tianjin,Zhejiang and Hainan are the dominant areas of specialization agglomeration of pollution-intensive industries,and Shanghai,Hebei,Jiangsu,Fujian,Shandong and Guangdong are the dominant areas of diversification agglomeration.Spatially,the geographical differentiation of specialized agglomeration "high in the north and low in the south" is obvious,while the level of diversified agglomeration is changed from "Xingtai-Tai’an-Xuzhou" as the main agglomeration area to "single point polarization".The development mode is changed to the spatial pattern of "multi-point polarization" in which the high-level areas are randomly distributed and the higher-level areas are distributed in a ring around the high-level agglomeration area.The study on the level of high-quality development in the eastern region found that,firstly,the level of high-quality development in eastern China shows a continuous growth in general,among which the level of open development shows a decline and the level of shared development increases most significantly.Second,the sequence of high-quality development levels in each province and region is relatively stable,and the unevenness of development tends to converge,with Beijing,Shanghai and Tianjin having higher high-quality development levels,and Hebei,Hainan and Fujian provinces being in a weaker position,while each province and region shows different development advantages in each of the five development dimensions.Thirdly,the spatial characteristics of cities’ high quality development level are basically "center-periphery",and the development pattern of concentrated contiguous and hierarchical agglomeration with city clusters as the center has strong spatial robustness,and the positive spatial correlation is significant,and the cities with high-high agglomeration are mainly concentrated in Yangtze River Delta and Pearl River Delta,while the spatial distribution of each dimension of high quality development shows the spatial stability.The spatial distribution of high-quality development in each dimension shows a pole-core spatial structure with high level cities as the poles.A study on the impact of pollution-intensive industrial agglomeration on high-quality development finds that,firstly,pollution-intensive industrial agglomeration in eastern China hinders high-quality development in the region,but the intensity of this hindrance is significantly weaker than the promotion of high-quality development in neighboring regions,i.e.,the gradient transfer of pollution-intensive industries can improve the overall high-quality development level in the eastern region.Second,industrial specialization agglomeration promotes the reduction of development costs and the improvement of development efficiency of enterprises within the cluster,which promotes the improvement of local high-quality development level,but the formation of trade barriers and monopolistic market structure within the cluster hinders the improvement of high-quality development level of neighboring regions;the spatial industrial structure of diversified agglomeration can promote the generation of complementary technology and knowledge spillover among industries with differentiation,thus The formation of technological innovation drive to promote the quality of economic development in the region,but has not yet become a major factor affecting the high-quality development of neighboring regions.Thirdly,the digital economy,the level of financial development,and the level of social consumption have a significant positive effect on high-quality development,while excessive government intervention shows a negative effect on high-quality development.The study investigates the overall level of pollution-intensive industrial agglomeration,the spatial and temporal evolution characteristics of different agglomeration patterns and the spatial spillover effects of industrial agglomeration on high-quality development,with the following innovations: firstly,the study combines the five development concepts and existing studies to construct a high-quality development index system in eastern China,which can enrich the research on regional high-quality development.Secondly,pollution-intensive industries have the dual characteristics of both economic development and resource and environmental consumption,and the study of their spatial spillover effects on high-quality development from a spatial perspective provides a reference for studying high-quality development from the industrial development level.The research has important theoretical and practical significance for promoting regional high quality. |
