In the past 40 years of reform and opening up,China's economy has achieved rapid growth and accelerated the process of industrialization.Among them,the industrial sales value of China's pollution-intensive industries has grown rapidly from 4245.208 billion RMB in 2001 to 51132.348 billion RMB in 2016,an increase of 11 in 16 years.While environmental pollution incidents in China occur frequently.In view of the severe ecological crisis,China has put environmental governance at an unprecedented height.In 2019,the government work report of the two sessions proposed “strengthening pollution prevention and ecology Construction and vigorously promote green development”.It means that the green development of industrial development is not a requirement for an industry in a certain region,but also a requirement for a new era of ecological civilization construction.The symbiosis of industrialization level and environmental pollution has been confirmed in China,so is the spatial gradient transfer law of pollution-intensive industries repeating itself in China? It is worthy to reflect that China's environmental supervision is still mainly in key development areas(often also in developed development areas),while environmental supervision in underdeveloped areas becomes a weak link at present.If there is a spatial gradient transfer law in pollution-intensive industries,then the focus of environmental supervision in China is to control developed areas while preventing pollution transfer.Therefore,this paper selects 31 provinces in China as samples for empirical research.Thesis writing ideas: In the first part,this paper sorts out the literature from the pollution-intensive industry identification,the measurement and the influencing factors of pollution-intensive industry transfer,and its environmental effects,and discusses the theory of China's pollution-intensive industry transfer.In the second part,this paper uses the comprehensive pollution intensive index to investigate three major pollutants that attempts to divide the pollution-intensive industries into two levels of heavy and moderate stratification analysis,avoiding neglecting the scale expansion caused by moderately polluting industries.At the same time,we reference the average concentration of industrial transfer indicators in domestic academic circles to measure the inter-regional spatial trend of China's pollution-intensive industries.The calculation results show that the pollution-intensive industries are shifting from the economically developed eastern region to the less developed central and western regions.In the third part,the panel model is used to explore the influencing factors of pollution-intensive industry transfer.It is concluded that in the eastern region,environmental supervision,technological innovation,and rising labor costs are promoting the outward transfer of pollution-intensive industries.In the central and western regions,environmental control and technological innovation have no obvious inhibitory effect on pollution-intensive industries,and low labor costs are an important reason for the central and western regions to become pollution-intensive industries.In addition,fiscal decentralization has a significant positive effect on pollution-intensive industries,whether in the eastern,central or western regions.Since the eastern,central and western regions are at different stages of economic development,the development of pollution-intensive industries has different performances in different regions.The fourth part,based on the conclusions of empirical research,proposes countermeasures: First,increasing environmental control,especially in the central and western regions where the economy is underdeveloped,avoid the transfer of pollution-intensive industries due to differences in environmental control in the eastern,central and western regions;second,improve the fiscal decentralization system;third,promote the transformation of energy to achieve industrial ecology,with a view to promoting green development and realizing beautiful China.
