Since the reform and opening up,the degree of China’s opening up to the outside world has gradually increased,and with the introduction of the development strategies of "bringing in" and "going out",China’s foreign direct investment(IFDI)and outward foreign direct investment(OFDI)have developed rapidly and become a global two-way investment country.as a major global two-way investment country.However,while using foreign investment to promote economic development,China is also facing serious challenges to the ecological environment and rising carbon emission levels.Therefore,it is important to study the impact of coordinated development of two-way FDI on carbon emissions in China to achieve the goal of "carbon peak" and "carbon emission reduction".This paper selects panel data of 30 provinces,cities and autonomous regions in China from 2005 to 2020,and empirically analyzes the impact of coordinated development of two-way FDI on carbon emissions in China based on the calculation of carbon emissions and the level of coordinated development of two-way FDI in each region,with industrial structure as a mediating variable and environmental regulation as a moderating variable.The results of the empirical analysis show that: the coordinated development of two-way FDI has a significant negative effect on carbon emissions,the coordinated development of two-way FDI can significantly promote the development of industrial structure,there is a negative partial mediating effect of industrial structure between the coordinated development of two-way FDI and carbon emissions,and the mediating effect of coordinated development of two-way FDI to reduce carbon emissions through industrial structure is 20.24%,and the direction of influence is negative.Environmental regulation can negatively regulate the positive effect of coordinated two-way FDI development on industrial structure;environmental regulation positively regulates the inhibitory effect of coordinated two-way FDI development on carbon emissions;environmental regulation can play a role in the intermediary chain of "coordinated two-way FDI development-industrial structure-carbon emissions environmental regulation can play a moderating role in the intermediary chain of "two-way FDI coordinated development-industrial structurecarbon emission".In further analysis,industrial structure plays a partial mediating effect in the influence of both IFDI and OFDI on carbon emissions,and weak environmental regulation can play a moderating role in the mediating chain of "IFDIindustrial structure-carbon emissions",and environmental regulation can play a moderating role in the chain of "OFDI-industrial structure-carbon emissions".Weak environmental regulation can play a moderating role in the intermediary chain of"OFDI-industrial structure-carbon emission",and environmental regulation can play a moderating role in the intermediary chain of "OFDI-industrial structure-carbon emission".Finally,this paper proposes suggestions that are consistent with China’s national conditions,taking into account the empirical results.
