Sustainable development of the ecological environment is the basis and guarantee for the sustainable development of people and society.The 20 th Party Congress reported the need to promote the construction of a beautiful China,to promote ecological priority,conservation and intensive,green and low-carbon development,and that the harmonious coexistence of man and nature is an important feature of Chinese-style modernisation.After continuous calls to convene multiple subjects to participate in the collaborative management of the ecological environment,China has initially formed a new pattern of ecological and environmental governance with the government as the leader,enterprises as the main body,and social organisations and the public participating together.However,there are still many problems in practice,and the pattern of participation of multiple actors in ecological collaborative governance is not mature enough,and it is difficult to accurately assess the synergy of ecological and environmental governance.Based on the perspective of actor network theory,this thesis clarifies the connotation of ecoenvironmental governance,constructs a model of eco-environmental governance synergy,and establishes an evaluation system for eco-environmental governance synergy,and measures the level of synergy using the Yellow River Basin as the research object.Firstly,the connotation of eco-environmental governance from the perspective of Actornetworks is clarified.We further clarify the connotation of eco-environmental governance actor networks,further elaborate the formation process and operation logic of actor networks,especially eco-environmental actor networks,and analyse the interrelationship between human actors and their roles in the networks.Secondly,a model and evaluation index system for the synergy of ecological and environmental governance in the Yellow River Basin from the perspective of actor networks is constructed.Based on the "government-market-public and social organisations" actors,an analytical model is constructed based on the actor network theory,on the basis of which specific indicators are selected to build an evaluation system for the level of synergy of ecological and environmental governance in the Yellow River Basin.Afterwards,based on the provincial panel data of the Yellow River Basin from 2011 to 2020,the evaluation system was used to evaluate the level of ecological and environmental governance synergy in the Yellow River Basin.Using entropy weighting method and hierarchical analysis method to calculate index weights,a comprehensive model is used to measure the level of synergy of ecological and environmental governance in the Yellow River Basin and the level of synergy of each actor system,analyse the coupling and coordination of ecological and environmental governance systems in the Yellow River Basin and the analysis of obstacle factors,study the mechanism of synergy among ecological and environmental governance actors in the Yellow River Basin,and further analyse the factors affecting the improvement of the level of synergy.Finally,suggestions for improving the synergy of eco-environmental governance from the perspective of actor network theory are proposed in terms of improving the actor network to fully stimulate the driving force of actor synergy,narrowing the regional gap to unify environmental standards,and promoting high-quality development to bring into play the potential of green technology. |
