With the trend of economic development,the demand of farmers has gradually changed from “seeking for survival” to “seeking for development”.The provision of rural public services as a basic prerequisite for meeting farmers’ needs has also become a key issue in academic research.However,in view of the particularity of the rural space field,The complexity of multiple actors,and the multiple coordinated supply of public services still need to be further improved.Through the research of domestic and foreign literature on environmental sanitation governance,public service supply and collective action,it is found that the research on sanitation service supply has gone through the process of government single supply mode,market mechanism supply mode,and cooperative governance mode.From the perspective of the main body of supply,The supply of sanitation services is becoming more and more abundant,resulting in “quantitative change”,but there are very few studies on how to make the leap from “quantitative change” to “qualitative change”.In theory,it is necessary to further examine the behavioral nature of multiple subjects in the coordinated supply of sanitation services,and incorporate the relationship structure and subject attitudes between subjects into the supply level,so as to identify the action logic and development direction of the collective actions of multiple subjects.Based on the development trend of farmers’ demand-oriented,the pursuit of supply-demand balance and high-quality supply,it is particularly necessary to introduce new concepts and construct a new analytical framework to re-examine the relationship between subjects.The actor network theory provides new ideas for it.Based on the actor network theory,this paper studies the supply of sanitation services from the perspective of the supply mode of sanitation services — the collaborative supply of multiple subjects.Using the literature research method and interview method,this paper takes Q town in southern Anhui as a typical case to study the actor network of rural sanitation service collaborative supply,in order to realize the effective supply of sanitation services.The study found that: the rural sanitation service collaborative supply network of actors was formed through the stages of problemization,benefit sharing,recruitment and mobilization.Among them,the town government played an important guiding role as the core actor.The endogenous needs of the actors and the grassroots government’s Interventional guidance and basic procedural norms provide a foundation for it.Although the environmental sanitation services of Q Town have been improved under the collaborative supply model,there are also problems in the supply body,recruitment and mobilization,and network stability.The reasons for the coordinated supply of rural sanitation services are mainly attributed to the strong countries and weak societies.Insufficient social development,lack of dynamic linkage mechanism under resource constraints,and heterogeneous interests of actors under rational choice.In addition,the Q town case provides inspiration for the establishment of a network of actors in the collaborative supply of rural sanitation services in terms of main structure,resource integration and internal motivation,and provides optimization suggestions to ensure the sustainable development of the collaborative supply of sanitation services. |
