With the deepening of economic globalization,resource and environmental issues have become increasingly serious.Urban domestic waste is not only a member of the environment,but also a member of recycling resources.How to properly handle it has become a global issue that needs to be urgently addressed.As a country with a large population,the problem of garbage recycling is severe.In 2022,the report of the 20 th National Congress proposed to implement a comprehensive energy-saving strategy,promote the intensive utilization of various resources,and accelerate the construction of a waste recycling system.As an important component of the waste system,the construction of domestic waste recycling network system must be accelerated.As a member of 46 cities with compulsory domestic waste classification,this paper systematically optimizes the domestic waste recycling network in Xi’an,which will help improve the operational efficiency and comprehensive utilization level of domestic waste recycling network in Xi’an,and has certain practical significance for other cities in China to achieve sustainable development of waste.Firstly,based on the actual situation of Xi’an municipal solid waste recycling,this article analyzes various links of Xi’an municipal solid waste recycling network.On this basis,this article analyzes the influencing factors of domestic waste production in Xi’an from the perspective of reverse logistics,and selects the index with high correlation through gray correlation analysis as the main influencing factor of domestic waste production.Therefore,a BP neural network prediction model is established to predict the output of four types of urban domestic waste in Xi’an based on the proportion distribution of four types of domestic waste in China.Then,based on the existing domestic waste recycling network in the urban area of Xi’an,an optimization model for reverse logistics recycling of urban domestic waste based on two-stage planning is constructed.The goal of both stages is to minimize the total cost.In the first stage,the optimal number and location of domestic waste transfer stations are determined based on the consideration of the negative utility of the transfer station environment.In the second stage,the optimal recovery path for domestic waste vehicles is determined based on the optimal results of the transfer station in the first stage,and corresponding genetic algorithms are designed to solve this model.Secondly,this article takes the representative domestic waste recycling network in Beilin District,Xi’an City as an example to conduct empirical analysis.Considering the lack of garbage production data at garbage collection points,this article uses the population ratio as a benchmark to predict the domestic waste at each collection point in Beilin District,and then introduces all relevant collected data into the model,which is calculated using MATLAB programs,The location and optimal transportation method of the domestic waste transfer station in Beilin District,Xi’an City were obtained.A comparison of the waste recovery network before and after optimization showed that the optimization results were significant.Finally,according to the actual situation of urban domestic waste in Xi’an City,corresponding policy recommendations are given.
