| Since entering the 2020 s,China has recently been experiencing the dual pressures of health security and economic recovery brought about by the new crown epidemic(pneumonia caused by the new coronavirus).With the economic recovery and the normal development of epidemic prevention and control,the safety issues caused by the low amount of medical waste disposal have received extensive attention.Under this circumstance,the economic and social significance of studying urban medical wasterelated disposal issues is also increasingly evident.The purpose of timely disposal of urban medical waste is to protect the people’s life,health and safety,and to avoid pollution of the ecological environment,especially for the timely removal of medical wastes that easily spread germs,such as masks,needles,and testing equipment.Environmental protection and steady economic development are of great significance.In China,the total amount of medical waste generated in various cities affected by the epidemic has increased.However,China has not done enough research on the reverse logistics network of medical waste in small and medium cities.Therefore,the current medical waste logistics network in small and medium cities has not been fully studied.Research is already imperative.This paper carefully studies the rich experience accumulated by domestic and foreign scholars in the process of constructing a medical waste reverse logistics network in recent years,and aims at the fact that China’s current epidemic prevention and control is normalized,and the medical waste collection network of small and medium cities in China is too old.This article innovatively re-plans the reverse logistics network structure of small and medium-sized cities in China,and designs a three-layer reverse logistics network structure including a recovery layer,a detection layer,and a disposal layer,and combines power plants,landfills,and re Processing companies have all considered the network structure,making the network structure more adaptable.When constructing the medical waste logistics network model,this article takes into account that the collection of medical waste in small and medium-sized cities is not ideal.The statistics of medical waste may vary due to factors such as the epidemic situation and seasonal changes.Therefore,the fuzzy number will be blurred.The variables are clarified,and on this premise,a medical waste reverse logistics network model with the goal of minimizing cost is constructed,and the corresponding genetic algorithm is designed to solve and analyze the model.Finally,this article takes Jinchang City as an example,and confirms the status of medical waste recycling in this area through field investigation and analysis of relevant statistical data.Combined with expert opinions,set the relevant data in the model.Finally,the model was solved by Matlab software,and a reverse logistics network model including 13 recycling centers,5 inspection centers,1 reprocessing center,1landfill plant,and 1 power plant was obtained.Compared with the original network,the total operating cost of the reverse logistics network in one cycle is saved by 9.42%,and the transportation cost is saved by 89.41%. |
