| In the process of agricultural modernization,the great achievements of our country are largely dependent on the input of large amounts of production materials and are made at the expense of the environment.The environmental infrastructure construction of our rural areas lags behind seriously.In the process of agricultural production,a large number of irrational use of chemical fertilizers,pesticides,agricultural film and so on,as well as the irrational discharge of livestock and poultry breeding manure pollution caused serious agricultural non-point source pollution in rural areas.Proposed in the report to the 19 th National Congress “We will strengthen pollution control from non-point agricultural sources,make recycling and disposal of solid waste from non-point agricultural pollution caused by irrational use of chemical fertilizers,pesticides,agricultural film and other pollutants the focus of our work in improving rural living environment and ecological environment,build an environmental governance system in which the government takes the lead,enterprises play the main role,and social organizations and citizens participate,so as to effectively ensure the quality of agricultural products and the safety of living environment.”The 20 th National Congress of the Party think "We will strengthen prevention and control of soil,water,air and other sources of pollution,improve environmental infrastructure,improve rural living conditions,fully implement the pollution discharge permit system,and improve the modern rural environmental governance system." Participatory control of agricultural non-point source pollution is the only way to improve rural ecological environment,protect agricultural production environment,improve rural living environment,and solve the problem of rural revitalization.The participatory governance of agricultural non-point source pollution has the attributes of public goods and multi-agent governance.Single administrative control and government command-control governance will result in low efficiency of public decision-making and ineffective governance,and inevitably lead to government failure.Starting from the CLEAR model framework of participatory governance and the analysis of the core connotation of participatory governance,this paper discusses the subject and basic content of participatory governance of agricultural non-point source pollution,analyzes the construction of participatory governance mechanism and governance responsibility of agricultural non-point source pollution,which is not only beneficial to the theoretical discussion of participatory governance,but also has certain reference value for the practical governance of agricultural non-point source pollution.This paper firstly collects and sorts out the basic theories of agricultural non-point source pollution,pollution control and participatory governance in the academic circle,and defines the core concepts of ecological revitalization,environmental governance,non-point source pollution,agricultural non-point source pollution and participatory governance.And the evolution of agricultural non-point source pollution control policy was discussed.Secondly,it focuses on analyzing the main body of agricultural non-point source pollution participatory governance and the basic content of agricultural non-point source pollution participatory governance,so as to determine the practical performance of agricultural non-point source pollution participatory governance.Thirdly,on the basis of field investigation,using semi-structured interview method and case study method,and based on the data archives of agricultural non-point source pollution and its treatment in Qilin county,this paper expounds the practical process of participatory treatment of agricultural non-point source pollution in Qilin county from the CLEAR model framework and the analysis of the core connotation of participatory treatment.Finally,it analyzes the existing problems from the aspects of the responsibility boundary of the subject’s governance,the role of the subject’s participation and the mechanism of the subject’s participation,and analyzes the causes of the problems from the four aspects of the system level,the policy level,the market level and the subject level.Countermeasures and suggestions for the implementation of participatory governance of agricultural non-point source pollution are put forward from four aspects: perfecting governance mechanism,defining governance responsibility,constructing multi-subject participation mechanism and giving play to participation role.The paper concludes that the participatory governance of agricultural non-point source pollution needs to give play to the co-governance and participation of multiple subjects.It is necessary to define the governance responsibilities of each subject,improve the relationship between power and responsibility of government governance,and highlight the effect of government governance.We will strengthen the empowerment of the government and highlight the role of the market and social governance.Strengthen the incentive to the participants and highlight the role of farmers in governance;We will strengthen consultation and cooperation among participants and improve the mechanism of co-governance by multiple participants.Only in this way can we effectively make up for the deficiencies and shortcomings of participatory control of agricultural non-point source pollution. |
