With the acceleration of industrialization after World War II,economic and social development has increasingly deepened the utilization of resources,especially extensive economic development has become the main economic development mode in the successful catch-up process of a group of latecomer countries,and human society is faced with increasingly severe natural resource depletion,climate change and social disasters.Countries have realized the traditional extensive mode of industrial production and devotion to speed’s model of social and economic booming as following,to effectively promote the global sustainability,for people to create a resistance to the survival of the spiritual home,the world must go green economy development path,this obviously requires that the development of the national economic growth and environmental protection.In China,the fifth Plenary Session of the 18 th Central Committee of the Communist Party of China took "green development" as one of the "new development ideas" and elevated it to the national strategic height.Environmental regulation is one of the powerful means to promote the development of green economy.This paper studies the impact of formal environmental regulation and informal environmental regulation on the development level of green economy.Taking Chinese provincial data from 2005 to 2019 as samples,this paper firstly selects 19 indicators from five dimensions of economic growth,innovation-driven,energy conservation and emission reduction,ecological protection,and improvement of people’s livelihood to construct an indicator system of green economic development.The development level of green economy and its temporal and spatial distribution characteristics of each province and three regions in China are calculated and analyzed by entropy method.Secondly,the environmental regulation is divided into formal and informal environmental regulation,and the influence of the two environmental regulations on the development level of green economy is compared by using the fixed effect analysis based on the Hausmann test,and the regional heterogeneity analysis is conducted on this basis.Finally,corresponding policy suggestions are put forward according to the empirical results.The results show that,it can be seen from the newly constructed green economic development index system that the development level of green economy in China is rising.In terms of the index weight of the criterion layer,innovation-driven > economic growth > improvement of people’s livelihood > ecological protection > energy conservation and emission reduction,indicating that the main driving force for green economic development comes from scientific and technological progress.At the same time,the development level of green economy is obviously different among provinces in China,and most of the provinces with high green economy development index are more developed.By region,the development level of green economy is the highest in eastern China,and the regional difference is also the largest.The western region has the lowest level of development and the regional differences are small.The level of central region is in the middle,and the difference of development level among provinces in the region is the least.It can be seen from the empirical results that there is an obvious positive correlation between formal environmental regulations and the development of green economy,while informal environmental regulations have very little positive effect on the development level of green economy.Investment in fixed assets and green for positive relationship between economic development and industrialization level of development of green economy is faced with significant inhibitory effect,foreign direct investment in a certain extent,promote the development of green economy,but smaller values of the influence coefficient,government intervention and the green economy development level,there is a negative relationship between The number of years of education per capita plays a positive role in promoting the development of green economy.By region,the impact of formal environmental regulations on green economic development level in the eastern and western regions is more significant,while that in the central region is the least significant.Informal environmental regulation has a significant positive effect on the development of green economy in eastern China,but the impact is very small,and the positive promoting effect is even less in central and western China.Based on the research conclusions,this paper puts forward corresponding policy suggestions.
