The Yellow River basin is an important ecological barrier and an energy-rich area of coal,oil and natural gas in China.Resource-based cities in the basin account for more than half of the total.Resource-based cities have formed an industrial structure dominated by heavy chemical industry for a long time.The existing industrial base and development model lead to slow conversion of old and new kinetic energy,and the pace of industrial upgrading is relatively lagging.The production activities such as mining and processing that accompany the process of resource development are easy to cause problems such as high consumption of resources,high discharge of industrial pollution,waste of land resources,and have a huge impact on the fragile ecological background.Exploring the coupling and coordination of land use efficiency and land ecological security is conducive to promoting the maximization of economic,social and ecological comprehensive benefits of resource-based cities in the Yellow River basin in the process of land resource utilization,and maintaining the stability and health of the land ecological environment.At the same time,it is also of great significance for the transformation and upgrading of resource-based cities to achieve sustainable development,and even the ecological protection and high-quality development of the Yellow River basin.Under the background of advocating the concept of high-quality development and green development,based on the current situation of ecological fragility in the Yellow River basin and the urgent need for transformation and upgrading of resource-based cities,this paper calculates the land use efficiency,land ecological security and the coupling and coordination of the two in the resource-based cities in the Yellow River basin.First of all,the science and technology expenditure in the financial budget is included in the input indicators,and the industrial pollution and other indicators are taken into account as the ecological loss into the non-expected output of land use efficiency.Relying on the super-efficiency SBM model of the non-expected output,the land use efficiency of the resource-based cities in the Yellow River Basin from 2005 to 2020 is measured,and its time evolution and spatial agglomeration characteristics are analyzed.Secondly,in the evaluation index system of land ecological security,the pressure subsystem is divided into economic,social and ecological aspects;The state subsystem is divided into three aspects:quantity,structure and quality;The response subsystem is divided into three aspects:industrial upgrading,technological innovation and environmental governance,and the land ecological security of resource-based cities in the Yellow River Basin from 2005 to 2020 is comprehensively estimated.Finally,further explore the coupling and coordination relationship and the relative development degree of the two.The results show that:(1)From 2005 to 2020,the overall land use efficiency of resource-based cities in the Yellow River basin showed a fluctuating trend,but the growth was not obvious.In terms of different types of resource-based cities,the land use efficiency of growth-type resource-based cities is significantly better than that of the other three types of resource-based cities.The spatial agglomeration characteristics of land use efficiency are mainly "H-H" type,"H-L" type and "L-L" type,and the "H-L" type is gradually increasing.(2)From 2005 to 2020,the land ecological security of resource-based cities in the Yellow River basin showed a trend of continuous improvement,and the overall land ecological security of resource-based cities rose from the sensitive level to the critical security level.From the perspective of different types of resource-based cities,the average value of land ecological security of regeneration-type and decline-type resource-based cities is higher than that of maturity-type and growth-type resource-based cities.From the perspective of various resource-based cities,Zibo City,Dongying City,Jiaozuo City,Puyang City and Ordos City have good average land ecological security status.(3)From 2005 to 2020,the coupling coordination degree of the overall land use efficiency and land ecological security of resource-based cities in the Yellow River basin experienced a development process of primary coordination,intermediate coordination and then good coordination.From the perspective of different types of resource-based cities,the level of coupling and coordination of growth-type resource-based cities is higher than that of other types of cities,but in terms of the coupling and coordinated growth rate,the coupling and coordinated growth of regeneration-type resource-based cities is the fastest.In terms of the relative development of land use efficiency and land ecological security,at present,resource-based cities in the Yellow River basin still lag behind in land ecological security,and cities with synchronous development of land use efficiency and land ecological security are mainly distributed in Shandong and Henan provinces.(4)In combination with the national strategy of ecological protection and high-quality development in the Yellow River basin and the transformation and development needs of resource-based cities,and in view of the existing problems of resource-based cities in the Yellow River basin found in the empirical study,policy recommendations are put forward from the aspects of land use planning,industrial structure adjustment,urban coordinated development,green and low-carbon development,etc.
