The frequent occurrence of natural disasters has seriously affected social stability and economic development.In order to reduce the casualties and losses caused by disasters,it is necessary to scientifically plan the allocation of emergency resources before and after disasters under the constraints of time,space and resources.However,the sudden nature and damage degree of the disaster can not be accurately grasped before the disaster,the material demand and traffic road conditions of the disaster site are uncertain,which leads to the uncertain transportation time of emergency rescue vehicles,and the emergency decision-making agencies can not timely grasp the accurate information,which brings huge risks to the emergency material allocation and emergency vehicle scheduling.Therefore,it is of great significance for improving the effect of emergency assistance to allocate reasonable emergency materials at the appropriate emergency material reserve point before the disaster,and to formulate a reasonable post disaster emergency material transportation vehicle scheduling strategy.This paper studies the problem of resource allocation and robust optimization of emergency vehicle scheduling under uncertain information.The main research work is as follows:Firstly,the problem of emergency resource allocation before disaster is studied.Considering the road blocking caused by disaster and the double uncertainty of material demand at the disaster site,the robust optimization model of emergency resource allocation is established with the objective of minimizing the total economic cost of emergency resource allocation.The relative robust optimization method is used to deal with the traffic road damage and the uncertainty of emergency material demand.Finally,a numerical example is designed to verify the effectiveness and applicability of the model.Secondly,the problem of emergency material vehicle scheduling after disaster is studied.Considering the uncertainty of material demand and transportation time of emergency transportation vehicles in disaster area,a robust optimization model of emergency vehicle scheduling is constructed by using Soyster robust optimization method with the objective of maximizing the utilization rate of emergency transportation vehicles and minimizing the delay time.The effectiveness and superiority of the robust optimization model are verified by an example,and then a reasonable vehicle scheduling scheme for post disaster emergency resources is provided for emergency decision-making departments.
