Research On Optimal Allocation Of Urban Emergency Resources Based On The Perspective Of Resilience

In recent years,due to the frequent occurrence of emergencies in our country,the safety and property of society have been greatly threatened and lost.In order to reduce the losses caused by emergencies and improve the efficiency of emergency rescue,it is necessary to optimize the allocation of urban emergency resources to meet the needs of disaster victims for emergency resources.Based on the perspective of resilience,this paper launches the research on the location and dispatch model of urban emergency resources.The main research content is divided into the following four parts:(1)Research on my country’s emergency resources based on bibliometrics.According to the retrieved 1503 documents in the field of emergency resources research in my country,based on a bibliometric analysis,it is found that there are not many stable research groups in the current emergency resource research,and the distribution of authors and institutions is diversified.Emergency supplies,emergency logistics and emergency supplies dispatch are the core research topics in the field of emergency resources research in my country.Current research hotspots in this field include four aspects: multi-objective optimization,locationallocation,NSGA-II and fairness.(2)Assessment of resilience capacity of urban emergency resource allocation.On the one hand,based on the perspective of resilience,the resilience of the factors influencing the allocation of urban emergency resources is evaluated,and five main constraints affecting the resilience of the allocation of urban emergency resources are obtained;On the other hand,in order to measure the resilience of urban emergency resource allocation,a questionnaire survey was designed based on the concept of resilience analysis grid(RAG)and the scoring data were collected.The research results showed that the development of response ability was the best,followed by learning ability and monitoring ability,and the development of prediction ability was the worst.(3)A multi-objective emergency resource reserve location model considering workload.Based on the multi-objective optimization problem of the location of the city’s emergency resource reserve,the timeliness,economy and workload are taken as the optimization goals,and the city’s emergency resource location model is established.First,the iterative process diagram of Genetic algorithm and Genetic Simulated Annealing algorithm is used to compare the performance of these two algorithms,and then the Genetic Simulated Annealing algorithm is used to solve the established urban emergency resource location model,and finally through the example analysis,it is concluded that the use of consideration work the selection of reserve points can reduce the total workload and the degree of dispersion of the workload;as the number of disaster-stricken points continues to increase,the average workload and dispersion of each reserve point also increase.(4)Urban emergency resource dispatch model considering road traffic status.Considering comprehensively under different road traffic conditions,the urban emergency resources in the transportation process,the lowest consumption cost and the least material loading time are the optimization goals,and the urban emergency resource scheduling model is established.On the one hand,based on the purpose of optimization model,the scheduling model is improved to make it more suitable for such methods as Moth-flame optimization algorithm;on the other hand,a Moth-flame optimization algorithm based on double adaptive factors(DAMFO)is proposed,which can effectively improve the performance of the Moth-flame optimization(MFO)algorithm and Moth-flame optimization algorithm based on Levy flight(LMFO).Finally,the established model and algorithm are used to solve the problem of emergency resource scheduling,and finally the resource allocation scheme of each disaster point is obtained.Based on the perspective of resilience,this paper evaluates the resilience ability of urban emergency resource allocation,and establishes an emergency resource reserve location model considering workload and an urban emergency resource dispatch model considering road traffic status.With the help of MATLAB platform,the established site selection and scheduling model was solved,and reasonable and effective urban emergency resource site selection and scheduling decisions were obtained.It has a certain reference in social application value,and can provide theoretical support for government departments to formulate disaster prevention and relief programs.
