The 18th National Congress of the Communist Party of China proposed the construction of ecological civilization in the overall layout of the"Five in One"initiative,proposing the concept of"green waters and green mountains are golden mountains and silver mountains".At the same time,a series of major decisions and deployments were introduced to actively promote the construction of ecological civilization.While developing the economy,attention was also paid to protecting and developing the ecological environment.Air quality is the top priority of the ecological environment,and accelerating the improvement of air quality is of great significance for the economic and social development of the Beijing Tianjin Hebei region.Based on the panel data of air quality of 49 prefecture level cities in the Beijing Tianjin Hebei air pollution transmission channel"2+26"cities and surrounding areas from 2014 to 2020,this thesis evaluates the implementation effect of air pollution control measures by using statistical analysis,kernel density estimation and double difference methods,taking the 2017Work Plan for Air Pollution Control in Beijing Tianjin Hebei and Surrounding Areas and the promulgation of its"Key Action Plan"as a quasi natural experiment,It also analyzes its heterogeneity and passes a series of robustness tests.The results indicate that:(1)After the implementation of air pollution prevention measures,the air quality of Beijing Tianjin Hebei and surrounding areas has been significantly improved,and has passed a series of robustness tests.The air quality indicator AQI and the main pollutants PM2.5,PM10,and NO2 have the most significant improvement effects,followed by the improvement effects of SO2and CO.However,the content of O3 did not decrease but increased during the implementation of this policy,indicating that the level of O3 pollution has intensified in recent years.(2)The air quality improvement effect of Beijing Tianjin Hebei region is more significant than that of other regions,that is,the emission reduction effect of core cities is significantly higher than that of marginal cities,with strong spatial heterogeneity and dynamic sustainability.After a series of robustness tests,the above results are still valid.Therefore,it can be concluded that this policy has effectively controlled the emissions of major pollutants in the atmosphere.Based on this,and based on the current situation of air pollution prevention and control in China,combined with the net effect of the implementation of air pollution prevention and control policies,corresponding countermeasures and suggestions are proposed:(1)optimizing the upgrading of industrial structure and accelerating industrial structure adjustment;(2)Reasonably plan urban layout and improve the carrying capacity of urban environment;(3)Continuously promote regional joint prevention and control,and strengthen urban pollution prevention and control. |
