The important purpose of regional synergistic development is that it is able to promote the high-quality development of each region through the coordination of all resource,thereby improving the standard of living of the residents.The standard of living of the residents depend on the level of social welfare,and the level of environmental pollution is directly related to the improvement of social welfare.Beijing-Tianjin-Hebei region,the largest regional economy in the North,has been suffered by environmental pollution problems for a long time.Environmental pollution problems have slowed down the rate of economic development and social welfare in the Beijing-Tianjin-Hebei region.The Beijing-Tianjin-Hebei Synergy Development Policy,which was promulgated and implemented in 2015,proposed to make breakthroughs in three important areas,of which ecological protection was one.Seven years have passed since the policy was implemented,and further research and analysis is needed to determine whether the policy has had an impact on emissions reduction.Based on a review of the literature,the thesis theoretically explores the mechanisms of action that influence pollution emissions in the process of regional collaborative development.It finds that industrial structure,degree of industrial agglomeration and the level of technological innovation are the important forces for regional collaborative development,and they are also important factors that influence the level of pollutant emissions in regional collaborative development.Firstly,the thesis uses the double difference method to assess the emission reduction effects of the Beijing-Tianjin-Hebei collaborative development policies.Secondly,based on the differences in the strategic position of each city in The Outline of the Plan for Coordinated Development for the Beijing-Tianjin-Hebei Region,this thesis conducts a heterogeneity analysis.Finally,a mediating effects model is used to test the mechanism of action of the emission reduction effect arising from the synergistic development of BeijingTianjin-Hebei.According to the study,it is found that the policy of Beijing-Tianjin-Hebei synergistic development has a significant effect on pollutant reduction.The study on the heterogeneity of cities strategic positions shows that the effect of reducing the emissions of industrial waste gas is more significant in the core cities,while the effect of reducing the emissions of industrial waste water is more significant in peripheral cities.By the testing on mechanism of action,it is found that the process of Beijing-Tianjin-Hebei collaborative development reduces the emission level of pollutants by improving industrial structure,reducing industrial agglomeration and enhancing technological innovation.The intermediary effect accounts for the largest share of the industrial structure,followed by industrial agglomeration,and the intermediary effect of technology level is the weakness.Combining the theoretical and empirical analyses,policy recommendations are provided on how to effectively promote the collaborative development of Beijing-Tianjin-Hebei and thereby reduce the level of pollution emissions.
