Research On The Implementation Status And Countermeasures Of Municipal Solid Waste Classification Policy In Chongqing

Waste siege is a problem that must be paid great attention to in the sustainable development of urban economy in China.The classification of domestic waste is one of the effective measures to break the waste siege.The research background of this paper is that at present,the first batch of key cities in China that implement domestic waste classification is 46 in total.Chongqing,the first city to carry out domestic waste classification collection and treatment,issued the Implementation Plan of Chongqing Domestic Waste Classification System in 2017,and has successively implemented a series of related policies,which has achieved good results in urban environment optimization,but there are also many problems in practice.There are many problems and challenges in the process of policy implementation.This paper aims to find out the problems of policy implementation as a breakthrough,so as to improve the effectiveness of urban domestic waste policy implementation.This paper takes the literature research method,field survey method and comparative method as the research methods,and governance theory,incentive theory and Smith policy implementation model as the theoretical basis.The research content carries out systematic research and analysis on the implementation status of policies related to the classification of urban domestic waste in Chongqing.First,it goes through the classification policies of urban domestic waste issued by Chongqing Municipal Government in recent years.Then,based on the multi-dimensional perspective,it carries out literature research,field survey,data comparison analysis,and policy implementation model analysis respectively,discusses the actual achievements of Chongqing in domestic waste classification,analyzes the problems in the implementation of domestic waste classification policies,and learns excellent experience from the implementation of waste classification policies in Berlin of Germany,Tokyo of Japan,Shanghai,and Shenzhen,then provides proposals.Through the analysis of the implementation status of the urban waste classification policy in Chongqing,it is found that the problems are mainly reflected in four aspects:first,the policy system standard is vague;second,the construction of the policy implementation subject is not perfect;third,the subject responsibility awareness is not clear enough;fourth,the implementation of the urban waste classification policy lacks basic guarantee.The analysis causes are mainly reflected in four aspects: imperfect policy system,insufficient implementation,insufficient subjective initiative of policy target groups,and insufficient support for policy implementation.Finally,suggestions are made for the optimization and implementation of urban domestic waste classification policies from four aspects: improving the standard system of domestic waste classification,improving the waste management level of the executive body,enhancing the enthusiasm of the target group to participate,and optimizing the policy implementation environment of domestic waste classification,so as to find effective paths and methods.
