Strategic Security And Emergency Response Of Arctic Waterway

With the continuous warming of the global weather and the melting of the Arctic polar ice,the polar navigation has gradually come into people’s view.However,the Arctic passage is also accompanied by its extremely cold weather,which has its unique risk.Therefore,this paper will focus on the safety of the Arctic channel,and the choice of rescue country for emergency response after the occurrence of risk.This paper will use DSR model,combined with politics,natural environment,resources,social development and other angles to conduct a comprehensive strategic security assessment of the Arctic channel,and analyze the development potential and security of the Arctic channel as the main ice silk channel in China.At the same time,the weighted complex network is used to study the emergency response of the Arctic channel,and the rescue level of a country is measured from the rescue time,rescue capacity,international relations and other aspects.It provides a choice for the first time to find the most priority and effective rescue direction for possible future emergencies.The results show that the Arctic waterway security is in a strong upward trend and will gradually occupy a favorable position in China’s energy transportation imports.In addition,combined with the existing situation and shortcomings,the paper gives the response countermeasures and suggestions to improve the development of China’s waterway from D(driving force),s(state)and R(response).At the time of emergency,Russia,China,South Korea,Australia and Japan have strong rescue level as rescue countries,which are the key nodes in the network,indicating that these countries have an important position in the Northeast Arctic waterway emergency.At the same time,it is found that the complex network has a small world.In order to solve the emergency timely and effectively,countries must cooperate closely and make rational use of rescue resources.Combined with the current rescue situation of our country and the results of rescue capacity of various countries,this paper gives some suggestions to improve the polar rescue capacity of our country.This paper also enriches the safety evaluation system of China’s Arctic channel from a new perspective,and analyzes the rescue capacity of the rescue country in the polar maritime emergencies through the complex network,so that China has a reference solution direction in the face of polar emergencies.
