Research On The Coordinated Development Of Economy-Society-Environment Complex System In Zhejiang Province Under The Demonstration Zone For Common Prosperity

High-quality coordinated regional development is an inherent requirement and an effective way to achieve common prosperity.In June 2021,the "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Zhejiang’s High-quality Development and Construction of a Demonstration Zone for Common Prosperity" put forward new goals for the economic,social and environmental development of Zhejiang Province.In June 2022,the report of the 15 th Party Congress of Zhejiang Province once again emphasized the importance of promoting high-level construction of a modern economic system,high-level social construction,and highlevel modernization of harmonious coexistence between man and nature to achieve common prosperity.It can be seen that the solid promotion of common prosperity requires the mutual matching and coordination of economic subsystems,social subsystems and environmental subsystems.As a strategic hub of domestic and international dual circulation and a demonstration area for digital economy innovation and development,Zhejiang Province should give full play to its demonstration and benchmarking role in the practice of China’s common prosperity.Therefore,it is of great practical significance to accurately evaluate the coordinated development status,temporal and spatial evolution trend,and coordinated development driving mechanism of Zhejiang Province’s economic-society-environment composite system under the background of the Common Prosperity Demonstration Zone.In order to deeply analyze the coordinated development of economy-societyenvironment composite system in Zhejiang Province and the driving mechanism under the background of the common prosperity demonstration area,this paper constructed an index system based on the theory of system coupling,coordinated development,resources and environment carrying capacity,and sustainable development theory.The entropy method was used to give weights to obtain the economic,social and environmental development indexes of 11 provincial cities in Zhejiang Province from2011 to 2020.Then,this paper introduced a coupling coordination model,Moran’s Ⅰ,and grey relational degree model to analyze the coupling coordination and driving mechanism of the composite system in Zhejiang Province from the dimensions of time and space.The main research results are as follows:(1)From 2011 to 2020,the three major development indexes all grew steadily.The economic development index and social development index of Zhejiang Province both showed the development characteristics of "low starting point,high growth".It roughly presents a spatial distribution pattern of "high in the northeast and low in the southwest",with Hangzhou and Ningbo as the center and radiating to the periphery,while the environmental development index of Zhejiang Province shows the development characteristics of "high starting point,low growth",presenting a spatial distribution pattern of "low in the northeast,high in the southwest";(2)The coupling coordination degree of the economic-society-environment composite system of Zhejiang Province shows an upward trend year by year,and mainly revolves around the two centers of Hangzhou and Ningbo.There is a positive autocorrelation,and the degree of spatial agglomeration is gradually increasing.The agglomeration types are mainly "high-high" agglomeration and "low-low" agglomeration.Among them,the "high-high" agglomeration types are all located in northeastern Zhejiang,represented by Huzhou and Jiaxing,and the "low-low" agglomeration is mainly distributed in southwestern Zhejiang,represented by Lishui;(3)Sorted by the degree of influence of each subsystem development index on the coupling coordination degree of Zhejiang Province: Environmental Development Index > Social Development Index > Economic Development Index.In the economic subsystem,economic scale > economic structure = economic potential,per capita GDP,the proportion of the added value of the tertiary industry in GDP,and the proportion of R&D expenditure in GDP are the three most influential indicators;in the social subsystem,the basic Facilities > public services > income distribution > digital applications,the per capita disposable income of rural residents,the teacher-student ratio in middle school,and the per capita disposable income of urban residents are the top three indicators that have the greatest impact;in the environmental subsystem,environmental pressure > Environmental response > Environmental status,sewage treatment rate,per capita park green space area,and industrial sulfur dioxide emissions are the top three indicators with the greatest impact;(4)Based on empirical analysis,put forward countermeasures and suggestions for the development of subsystems from three aspects: steady economic growth,social security,and environmental protection and restoration,and divide each region into three types:(1)Category I: Alternate development of economic,social and environmental subsystems;(2)Category II: The economic subsystem continues to develop,while the social and environmental subsystems alternately lag;(3)Category III: The environmental subsystem maintains a good balance,and the economic subsystem continues to lag.From the perspective of coordinated development of various regions,this paper puts forward countermeasures and suggestions according to local conditions.
