Under the background of high-quality development stage,as an important measure for innovation driven development and building a well-off society in an all-round way,smart cities can give play to their own innovation advantages and vigorously promote the mutual development of cities and the ecological environment.Examining the implementation effect of smart city construction on low carbon development can provide new ideas and directions for China’s smart city policy reform and the establishment of a sound economic system of green low-carbon circular development.At present,the academia mostly studies smart cities from the perspective of qualitative analysis,while few scholars pay attention to the quantitative impact of smart city construction on low carbon development,and even fewer discuss its impact mechanism and spatial spillover effects.Therefore,on the basis of theoretical analysis and current situation analysis,this paper uses the multi-period differences-indifferences model to evaluate the implementation effect of the three smart city pilots on low carbon development,and then tests the two impact mechanisms of innovation spillover effect and energy upgrading effect through intermediary effect,and then analyzes the heterogeneity of cities in the east,middle,west,northeast regions,as well as resource-based and non resource-based cities in turn,finally,the spatial econometric model is used to explore the spatial spillover effect of smart city construction on carbon emissions.The research results show that the construction of smart cities has significantly reduced carbon emissions per capita and promoted low carbon development,and this conclusion is still valid after several robustness tests;Smart cities promote low-carbon development of cities by improving their innovation capacity and energy efficiency;In the eastern and central cities and non resource-based cities,smart city construction has a more significant role in promoting low-carbon development;The construction of smart cities has a negative spatial spillover effect on carbon emissions,that is,while reducing the carbon emissions of the city,smart cities also curb the carbon emissions of surrounding cities.According to the research results,this paper proposes to expand the scope of smart city pilot and carry out smart city policy reform in combination with specific reality;Pay attention to the innovation driving effect and energy upgrading effect of smart city construction;Grasp the policy dividend and positive externalities of smart city construction on carbon emission reduction.In the future,this paper will continue to investigate the dynamic impact of smart city construction on low carbon development,and how smart cities can help low carbon development in the post-pandemic period.
