Since the reform and opening-up policy,China’s economy has developed rapidly and achieved significant success,becoming the world’s largest trading country.However,the development approach in our country is still relatively extensive,and we have long been in the middle and low-end of the global industrial chain,providing raw materials,assembly,and processing services.At the same time,extensive development has brought enormous environmental burdens to China,and ecological problems have become obstacles to China’s high-quality economic development.Therefore,the Chinese government has introduced a series of measures to promote both environmental protection and economic growth.Among them,the "Low-carbon City Pilot" is specifically designed to control carbon emissions.This article aims to explore the impact of the "Low-carbon City Pilot" as a quasi-natural experiment on the quality of export products from companies,thereby achieving the dual goals of energy conservation and emission reduction and realizing sustainable economic development.By sorting out the research results of scholars at home and abroad,this paper first establishes the theoretical basis.Then,the three mechanisms of the "Low-carbon City Pilot" affecting the quality of enterprises’ export products are analyzed,which are environmental regulation effect,cost effect and productivity effect.Then,based on the combined data of China’s industrial enterprise database and customs database from 2007 to 2014,this paper uses the multi-time point double difference method for empirical testing,and uses specific cases to verify the empirical analysis results.The research results show that the "Low-carbon City Pilot" will lead to a decline in the quality of export products from companies,and the transmission channels of this result are environmental regulatory effects,cost effects,and productivity effects.This impact is more pronounced in the central and western regions,non-state-owned enterprises,and enterprises that have not received government subsidies.Based on this,this article puts forward three policy recommendations:formulate strategies according to local conditions and implement a differentiated development strategy;increase subsidies to compensate for cost increases;and strengthen supervision and assistance to non-state-owned enterprises.
