Study On Water Ecological Environment Collaborative Governance And Optimization In The Lanzhou Section Of The Yellow River

"When the Yellow River is harnessed,China will enjoy tranquility." Yellow River management has always been the great event to bring peace and stability to the country.When General Secretary Xi Jinping visited Lanzhou in person,he proposed to work together to protect and harness the Yellow River,promoted high-quality development of the Yellow River Basin,and let the Yellow River become a river of happiness that benefits the people.The Yellow River endows Lanzhou with a rich history and culture,rich natural resources and important economic foundation,becoming the source of life,the key of production and the foundation of ecology of Jincheng.In recent years,with the increasing demand for water resources in economic and social development,the water environment in the Yellow River basin is deteriorating and the quality of ecological environment is continuously declining,which seriously restricts the sustainable development of regional economy.Therefore,it is particularly important to protect the mother river.The Lanzhou section of the Yellow River has a vast territory and is an important water conservation area in the upper reaches of the Yellow River,which plays a decisive role in maintaining national ecological security.The cooperative governance model expounds the respective responsibilities and advantages of multiple subjects,such as government subject,market subject,social subject and individual citizen subject,in water ecological environment governance,and clarifies the role positioning of multiple subjects.In recent years,Lanzhou introduced the relevant policies,to promote collaborative governance in Lanzhou section of the Yellow River water ecological environment.However,due to the different motives,purposes,interests and other aspects of each subject at present,government failure and market failure are prone to occur,leading to problems such as water ecological destruction and environmental pollution,water ecological environment protection in Lanzhou section of the Yellow River is difficult to effectively implement management and high quality development.Based on the author’s work practice,this paper takes the water ecological environment of Lanzhou section of the Yellow River as the research object,and adopts literature analysis method,questionnaire survey method,interview method and other research methods.In the case of fully understanding the current situation of collaborative governance of water ecological environment in the Lanzhou section of the Yellow River and the experience of collaborative governance of water ecological environment at home and abroad,the problems existing in collaborative governance are analyzed from the dimensions of government,market,society,and individual citizens.Through the theory of collaborative governance and the new public service theory,the specific reasons for the problem are analyzed from four aspects: the indifference of collaborative governance concept,the lack of legal basis,the lack of collaborative governance mechanism and the lack of motivation to participate in collaborative governance.Finally,combined with the actual situation of the Lanzhou section of the Yellow River,it is proposed that the government should improve the construction of the rule of law,expand capital investment,streamline administration and delegate power to play a guiding role;promote industrial transformation and upgrading of enterprises,optimize operation and management,and develop ecological productivity;innovate social organizations and individual citizen participation mechanisms,strengthen environmental awareness,giving full play to the initiative of citizens and other countermeasures and suggestions,in order to give full play to the role of each subject in the water environment governance,and help the coordinated governance of the water ecological environment in the Lanzhou section of the Yellow River to be carried out in an orderly and efficient manner.
