Research On The Implementation Deviation Of Mining Right Management Policy In Gansu Province And Its Correction Countermeasures

The report of the 19 th National Congress of the Communist Party of China pointed out that socialism with Chinese characteristics has entered a new era,and also put forward the requirements and measures of "accelerating the reform of the ecological civilization system and building a beautiful China".The realization of this goal cannot be separated from the strong support of mineral resources for economic and social development.Therefore,the reform of the mineral resources management system is of great importance,As the core part of the reform of the mineral resources equity fund system and the paid use system,the collection and management policy of the income from the transfer of mining rights is an important starting point to accelerate the reform of mineral resources management,and it is also an inevitable requirement to safeguard the national owner’s rights and interests of mineral resources,promote the intensive,economical and efficient use of resources,and create a fair allocation of mineral resources and orderly competition in the market environment.This paper takes the collection and management policy of mining right transfer income in Gansu Province as an example.In order to explore the phenomenon of policy implementation deviation and the reasons for the deviation,on the basis of consulting domestic and foreign literature and learning from research results,this paper summarizes the current situation of policy implementation through in-depth interviews,and analyzes the field investigation combined with the actual work,from the policy stakeholders The three dimensions of policy implementation environment and policy subject have summarized the deviation phenomenon of each dimension.By using the public policy implementation theory and Smith’s policy implementation process model,this paper analyzes the causes of implementation deviation,and puts forward countermeasures to correct these deviations one by one.These include:improving the quality of mine administration personnel,strengthening policy understanding and management level;Strengthen policy interpretation and promote law popularization;Further improve the ideological understanding and strengthen the sense of integrity and self-discipline of the mine administration personnel;Active service,reliable responsibility,and establishment of mechanisms to ensure orderly development of resources;Strengthen the policy publicity of mining enterprises and build a good policy implementation environment;Improve the participation system of policy target groups and strengthen the supervision of public policy implementation;Consolidate the foundation of government affairs publicity and deepen the specific content of information publicity;Accelerate the reform of mineral resources management and improve the ability of risk prediction and regulation;Formulate policies scientifically and rationally,and define specific objectives and contents;Policy updating and timely adjustment,and strengthening policy supporting guidance;Standardize the policy formulation process,establish and improve the major administrative decision-making procedures;Establish and improve the scientific evaluation mechanism and improve the efficiency of policy implementation.It is hoped that the study of the policy implementation bias can provide some useful references in the process of policy improvement.
