In this context,Yunnan,as an important part of achieving ecological security in China,plays an extremely crucial role in promoting the construction of ecological civilization.The construction of ecological civilization in Yunnan is of great significance for achieving the goal of building a "beautiful China",closely related to the social development of the entire country,and also an inevitable requirement for achieving high-quality modernization development in the Yunnan region.However,from the current development status,due to the influence of many factors,Yunnan’s ecological environment still exposes many problems,especially the implementation effect of Dianchi Lake environmental protection policies is significantly lower than expected,and there is still significant room for improvement in local ecological environment protection.After investigation and analysis,it was found that the factors affecting the implementation of macro policies involve many aspects,such as policy content,audience groups,and policy execution entities.From the current research status of policy execution bias in the academic community,most of them focus on a specific factor as the research perspective,neglecting to conduct a comprehensive analysis and exploration of the relevant factors that affect policy execution bias from a holistic perspective.In this study,environmental protection work in the Dianchi Lake Basin was selected as a specific case study.Based on the Smith policy implementation process model and public choice theory,and combined with the current implementation status of environmental protection policies,a deep analysis was conducted on the issue of deviation in the implementation of local environmental protection policies from the perspectives of policy formulation subjects,implementation subjects,audience groups,and environmental factors,Then summarize the relevant factors that affect the implementation deviation of local government environmental protection policies,and summarize the internal mechanisms of different factors.Analysis reveals that policy implementation bias is essentially a product of the joint action of many related influencing factors,which are directly related to factors such as policy makers,implementers,and audience groups.The main reason is that local governments neglect environmental governance in pursuit of GDP,and relevant policy implementers only focus on vested interests.Finally,in this study,various factors were comprehensively considered to promote the comprehensive implementation of local government environmental protection policies.Some reasonable suggestions were proposed,such as coordinating and comprehensively designing environmental policies,guiding the executing parties to establish a correct sense of responsibility,encouraging target groups to participate in policy implementation,and building a stable and harmonious environmental atmosphere. |
