Collaborative Audit Of Weihe River Ecological Environment Protection

Strengthening ecological protection and systematic governance of major rivers and rivers bears on China’s overall development and help to realize the great rejuvenation of the Chinese nation.Ecological environment protection and development in the Yellow River Basinis listed as a major national strategy,The Weihe River is the largest tributary of the Yellow River and the foundation for water development in the "Guanzhong-Tianshui Economic Zone",in a strategic position in the western China,the good and bad of the ecological environment is related to several coordinated development of three provinces(autonomous regions),sustainable development of the Yellow River basin plays an important role.However,with the development of economic integration,the water in the Weihe River Basin was once seriously polluted and the water quality deteriorated.Due to the fluidity and unbounded nature of water sources,the pollution scope continued to expand,which seriously affected the water quality of the upstream and downstream.With the implementation of the comprehensive improvement project,the water quality has improved.However,the sewage treatment rate of some cities along the banks of the Weihe River basin is low,and the illegal discharge of industrial sewage is serious,as a result,there are two Ⅳ-Ⅴ water quality sections in the Weihe River Basin.Audit is helpful to reveal the deepseated problems existing in the development of Weihe River basin,so as to find the root cause,the responsible party and the solution to the problem,and then promote the highquality development of Weihe River basin through rectification.Based on the literature research method,this paper firstly sorted out the domestic and foreign literatures on regional environmental collaborative governance,environmental audit and watershed environmental audit,and clarified the core concepts and theoretical basis related to watershed ecological environmental audit and regional ecological environmental protection collaborative audit.Then,combined with the audit announcement of the National Audit Office from 2003 to 2022,Taking the Yellow River basin and the Yangtze River basin as examples,the article analyzes the status quo of China’s global environmental collaborative auditing.Then,the case analysis method and field research method were used to discuss the objectives and scope,pre-audit preparation,audit process and audit results of the 2020 multi-section ecological and environmental audit project in xx Province of Weihe River.Weihe xx province analysis of the current period of the ecological environment audit is the audit implementation main body of a single,audit organization lack of cooperation and communication,audit content is not comprehensive,the audit methods lack of innovation,the audit results using main problems such as inadequate,mainly due to the audit object interests to synergy,audit main body way to synergy,valley to causes such as audit legal system is not sound.Therefore,on the basis of analyzing the feasibility and necessity of collaborative audit of Weihe River ecological environmental protection,based on the linkage theory of "PSR-SFIC" to construct the framework of collaborative audit of Weihe River ecological environment,and put forward the optimization path of professional strong audit,Party building strong audit,quality strong audit,science and technology strong audit,legal system strong audit and reform strong audit.To carry out the whole-range collaborative audit of Weihe River from four dimensions: space,process,elements and main body,so as to establish a long-term cooperation mechanism,promote the solution of the whole-range ecological and environmental problems of Weihe River,it also provides new solutions for global collaborative audit research...
