| As the country pays more attention to the problem of ecological environment pollution,the emission control of thermal power plants in Jiangsu Province,a large economic province,is also more strict.Therefore,in order to meet the national environmental protection emission standards,thermal power plants have transformed and expanded their environmental protection projects from the original small equipment,small projects and small systems to large equipment,large projects and large systems,and their operation methods have also changed from single operation to multiple forms of cross operation,As a result,the difficulty and complexity of safety management of environmental protection projects are more prominent.Jiangsu Jianbi Power Generation Co.,Ltd.of National Energy Group(hereinafter referred to as "National Energy")is a state-owned enterprise with a history of more than half a century.The speed of construction and improvement of environmental protection facilities for its generator sets has always been at the forefront of similar enterprises in China.The desulfurization wastewater environmental protection project of the company studied in this paper adopts the construction scheme of "zero discharge of desulfurization wastewater" newly designed by the National Energy Group and is ready to be promoted in the power generation enterprises affiliated to the group.Therefore,it is of typical significance to study the construction safety management of the desulfurization wastewater environmental protection project of the company.The research results of this paper have reference and reference value for some practical problems encountered in the safety management of similar projects,can further enhance people’s understanding of the importance of safety management of engineering projects,and have a certain role in promoting the level of safety management of similar projects.This paper summarizes the research status of safety management of engineering projects at home and abroad,and introduces the relevant theories of safety management of engineering projects,collects the relevant data of desulfurization wastewater treatment environmental protection project of Guoneng Jiangsu Jianbi Power Generation Co.,Ltd.,constructs the hierarchical model of the project safety management evaluation index system,and reasonably uses the Delphi method to construct the judgment matrix,The analytic hierarchy process is used to calculate the eigenvalue and weight,and the consistency test is carried out.The fuzzy comprehensive evaluation method is used to assign values to the evaluation object,and the conclusion that the safety management of the project needs to be improved is drawn.At the same time,the problems in safety management during the construction of the project are studied and found out: safety problems in safety organization management,safety problems in personnel management,safety problems in work environment and activity management Safety problems in construction machinery and equipment management,and the above problems were further refined and broken down.The implementation of safety education and training,personnel safety awareness and operation qualification and other safety management problems were obtained.Corresponding safety management measures such as strengthening targeted and hierarchical training,and dynamic management of operation qualification were proposed,which solved the safety management problems in the construction process of the project,It has significantly improved its safety management,not only shortened the construction period of the project,clarified the relevant safety management responsibilities,improved the project safety management system,but also further refined the "preventive" and "emergency" safety management models,established and strengthened the safety construction awareness of workers,and guided the safety management personnel to further focus on safety management.At the same time,this paper summarizes the successful experience of safety management of this project and promotes it in the National Energy Group,which has improved the safety management level of similar projects in the Group to a certain extent. |
