Research On Environmental Supervision Of Hydropower Engineering In The Constrution Period

Since the 21st century,the environment pollution problem is increasingly serious,and the environmental management of construction projects in China mainly concentrated in two phases:the project examination and approval,completion acceptance;The construction process of engineering project environmental impact is the lack of effective management, Especially for transportation,water conservancy and hydropower,oil exploitation and other non pollution ecological construction projects.Environmental protection is obviously worked into "dumbbell" type,so when the project is completed,the ecological damage has already been formed,especially that the environmental damage of the wetland nature reserve, ecological function protected areas,and the natural landscape is irreversible.This paper study environmental supervision work through living examples and by using the fuzzy analytic hierarchy process,the main work contents are as follows:1.The research of water resources and hydropower environmental supervision mechanism characteristic.This article mainly analyze dam-type power plant and diversion type power station.Dam-type hydropower station was a planar engineering in the construction scale, the environmental impact is relatively concentrated which was easy to develop environmental supervision work;Water diversion type power station was a linear engineering which the influence scope is large,environmental supervision mainly concentrated in the ecological broken recovery,aquatic ecological protection, supervision was difficult and invested more personnel;2.Hierarchy structure model is established combined with engineering example,based on the environmental impact report,environmental supervision effect as the target layer, water environment,sound environment,atmospheric environment impact factor as the criterion layer and the corresponding protective measures as the bottom;3.Takes the form of grade expert investigation method to structure judgment matrix through the target decision influence factors and verify its rationality, at last,the weight sorting was found through data processing.4.Though the level sort of judgment matrix,this paper concluded that the ecological destruction F and sewage A3 in the sorting of the total weight is more higher,the supervising units shall request construction organization to carry on the vegetation restoration,reduce the disturbance of construction and prevent soil erosion,station supervision set up if it’s necessary;On the water environment pollution,the supervising units shall require the construction unit build the sewage treatment facilities,equipped with sewage treatment equipment,and so on.
