Comprehensive Research On Public Private Partnership Of Project Risk In Environmental Protection Industry

With the continuous development of China’s economy,the country began to pay more and more attention to the environmental protection industry.Because the environmental protection industry has certain public welfare,the government alone will exert greater pressure on the financial situation.So the public-private partnership will be used.The successful implementation of the PPP project is inseparable from the effective identification and accurate assessment of risks.Due to the long-term participation of many environmental PPP projects,if the risk identification and evaluation are inaccurate,it will affect the project development or even terminate the project.For the analysis of the risk of PPP projects,case studies are widely applied and practical methods.Therefore,this paper uses the case of Tus-Sound to analyze and evaluate the risks of enterprises in PPP projects and the risks of environmental protection industry.This paper firstly expounds the research background and significance of the research on environmental protection PPP project,reviews the literatures of domestic and foreign scholars on PPP model and project risk identification and assessment,and puts forward the research content and method.Then began to introduce the case,including the theoretical background,the concept of PPP mode and the theory of risk management,the current status of the application of PPP mode in the environmental protection industry,and the reasons for choosing Tus-Sound as the case study object.In the case analysis part,the analytic hierarchy process is used to identify the risk factors of PPP projects,and a comprehensive evaluation system of risk indicators is constructed to obtain the weight values of each risk.Then,through the efficacy coefficient method,the risk of PPP project in each provinces and the overall risk level of the environmental protection industry are measured.It was found that political and legal risks have the highest weight and are the most important risks in project implementation.For Tus-Sound,the risk of the eastern and central provinces is slightly lower than that of the western provinces,and average risk is not high.For the environmental protection industry,private enterprises are superior to state-owned enterprises in terms of project quantity and risk level.Overall,the industry risk level is not high.As a leading enterprise in the field of solid waste,Tus-Sound has a low level of PPP risk and its follow-up development is worth looking forward to.
