Compared with entering the community,the municipal domestic waste classification policy is also faced with similar and different problems such as college students not getting used to it,not cooperating,and how to supervise it.How to explain these public governance issues and make sound recommendations?In this paper,the external variables,action stage and associated results of the domestic garbage classification of students of D University(Beijing)are examined by means of empirical research methods such as field observation,questionnaire survey and interview to form case analysis,in order to more comprehensively grasp the specific situation of garbage classification problems of college students,and provide reference for the domestic garbage classification work in semi-closed management areas such as colleges and universities in China.The study found that the garbage classification policy of students in Beijing colleges and universities is essentially a multi-level governance of public pond resources with strong closed characteristics,and the key to effective governance lies in improving the multi-level governance structure and strengthening the ability of grass-roots self-organization to act autonomously and its sustainability.Accordingly,the following suggestions are put forward for the current policy:First,improve the level of participation of students in the formulation and implementation of garbage classification policies in colleges and universities,establish a two-way feedback channel for the government,universities and university students in the information related to garbage classification policies,and ensure the right of college students to know and suggest the information that should be disclosed in colleges and universities and social garbage classification;Second,the government or universities should begin to explore the diversified incentive rules for the classification of domestic waste,and clarify the qualifications and selection schemes for compliance and violations,realize the exploration of constraint violations,and enhance the enthusiasm of university students and other action entities to participate in classification;Third,strengthen the time and effect requirements for exploring the basic management mechanism of garbage classification such as incentives and constraints in the policy supporting assessment,and increase the pressure and motivation of the government and universities to promote policies. |
