The report of the 19th National Congress of the COMMUNIST Party of China clearly puts forward the strategy of rural revitalization.Rural revitalization cannot be achieved without the renovation of ecological environment.In recent years,with the rapid development of social economy,the living standard of rural residents has been greatly improved.But in the rapid development at the same time,the rural household garbage problem is increasingly prominent.For example,the increase of household garbage output and the low efficiency of household garbage treatment have hindered the implementation of the rural revitalization strategy,and at the same time have brought negative impact on the social governance at the grass-roots level.Compared with other regions,Suichang County and its zhejiang province have paid more attention to the work related to rural household waste.After the release and implementation of relevant documents such as The Implementation Plan for The Centralized Treatment of Rural household garbage in Suichang County(Trial)(2010),the county has basically realized the unified management and treatment of rural household garbage,and built an integrated urban and rural waste management system.Suichang County follows the idea of building the whole-course classification system of "large diversion and small classification".With the focus on publicity and the emphasis on effectiveness,suichang County has effectively promoted the implementation and implementation of policies related to rural household garbage treatment,and achieved good results.However,through questionnaire survey and field visit,it is found that,as a public matter,the classification of rural household garbage is easy to encounter the "dilemma of collective action" in the implementation.Such as: high cost of policy implementation,poor efficiency,lack of long-term policy implementation,stability,policy implementation is not in place,the masses do not understand,difficult to implement and other issues.The main reasons are as follows: the lag of the basic government’s household garbage classification management concept,the insufficient implementation of the basic government’s household garbage classification,the special target group of the implementation,the existence of "obstruction",environmental factors of the negative implementation of public policies,etc.Promote rural life classification policy execution validity measures mainly include: adhere to the "ground" propaganda guide way,build a scientific and systematic rural garbage classification of public policy,improve policy implementation capacity of the actuator,arouse the enthusiasm of policy implementation target groups with initiative,improve the rural garbage classification of public policy implementation environment,innovation of township government in rural garbage classification of public policy execution mechanism,to develop smoothly the rural living environment,a clampdown construction beautiful livable village,improve rural living environment quality in an all-round way.
