Research On Carbon Reduction Policy Tools Under "Double Carbon" Target

More and more countries are joining in the action to reduce CO2 emissions,and countries around the world have introduced strategic plans such as "carbon peak" and"zero carbon development".In recent years,China has also actively carried out carbon dioxide emission reduction work,issued a number of policies and measures to promote carbon emission reduction,promulgated a number of plans and bills to promote national clean energy development and low-carbon society construction,and used a variety of carbon emission reduction policy tools.However,from the perspective of China’s actual situation,the current economic level and comprehensive national power are increasing,but the contradiction between resources and environment and economic development has not been eliminated.From the perspective of energy utilization efficiency,pollutants and the scale of carbon emissions,the pressure of carbon emission reduction in China is still very high.Therefore,in the future development,it is necessary to further refine,improve and develop carbon emission reduction policies,and also focus on the guiding role of carbon emission reduction policy tools.This paper systematically compares the carbon emission reduction policy texts issued at national and local levels in recent years,and analyzes the main features of the existing carbon emission reduction policies,and proposes four types of problems,namely,an inadequate legal system of policies,poorly targeted financial and taxation tools,insufficient motivation of enterprises and the public to participate in emission reduction,and the coordination of policy tools to be improved.Starting from mandatory,mixed and voluntary policy tools,this paper compares the development stages of carbon emission reduction policy tools in China,and compares the current situation and practical effects of the application of the three types of policy tools.After that,we refer to the experiences of developed countries in carbon emission reduction,and absorb their experiences of playing the role of government promotion,guiding multiple subjects to participate in carbon emission reduction,and focusing on the system construction of policy tools.Finally,this paper proposes to improve the construction of legal system,promote the synergy of fiscal and financial policy tools,bring into play the power of multiple subjects,and optimize the combination of policy tools.
