Policy Analysis Of Carbon Emission Reduction In Chengdu From The Perspective Of Policy Tools

In September 2020,General Secretary Xi Jinping solemnly promised to the world at the UN General Assembly that China’s "carbon dioxide emissions to peak in 2030 years ago,strive to achieve carbon neutral 2060 years ago",in October 2021,the CPC central committee and the State Council issued on the complete and accurate fully implement the new development concept completes the opinions of carbon peak carbon neutral work.According to the CPC Central Committee,during the 14 th Five-Year Plan period,China’s ecological progress has entered a critical period of focusing on carbon reduction,promoting pollution reduction and synergistic efficiency improvement,promoting the comprehensive green transformation of economic and social development,and realizing the quantitative change from ecological environment quality to qualitative change.With the rapid expansion of urban scale,the contradiction between urban energy supply and demand and environmental pollution are also further highlighted.As ——,the representative of the city of China’s low-carbon transformation,Chengdu City has put forward the city brand of "zero-carbon Chengdu",and established a new positioning of building "a modern rural city in the world".As the key to building a low-carbon city,the Chengdu municipal government and other relevant departments have introduced a large number of carbon emission reduction policies.This paper uses the text analysis method and case analysis method,according to the compulsory,voluntary,mixed policy tool classification way,from the policy tool text form,policy tool subject,policy tool object,micro policy tools,macro policy tools and other five dimensions,the carbon emission reduction policy in Chengdu is analyzed and evaluated in recent years.The results show that Chengdu compulsory policy tools have poor efficiency,imperfect laws and regulations,low response to voluntary policy tools,low efficiency of mixed policy tools,insufficient cooperation between the subjects of policy tools,the lack of enterprise characteristics in the object of policy tools,and the imbalance of the proportion of macro policy tools.Finally,in view of the problems existing in Chengdu carbon emission reduction policy tools,this paper puts forward the corresponding optimization Suggestions,including strengthening the cooperation between the policy tools,balance the use of various policy tools,increase policy tools from the design of enterprise characteristics,improve and perfect the laws and regulations optimization mandatory policy tools,create a strong atmosphere of carbon emission reduction optimization voluntary policy tools,establish and perfect the diversified financing system to optimize mixed policy tools.
