Study On The Grid Environmental Supervision In Dafeng District,Yancheng City

Nowadays,the people’s demand for a better ecological environment is growing day by day.With the continuous progress of urbanization and industrialization,the environmental problems are also increasingly prominent.Under such a background,the traditional environmental supervision force is weak and the problem is handled passively.In order to effectively improve the current situation of weak environmental supervision,the grid environmental supervision model as a management model innovation came into being.Since Dafeng District issued the Implementation Opinions on Grid Environmental Supervision in 2016,it has actively implemented grid environmental supervision measures,which has achieved some results,but also exposed some problems.The existence of these problems may have a negative impact on the healthy and sustainable development of grid environmental supervision.This paper takes Dafeng District of Yancheng City as the starting point,and adopts literature research,interview,participatory observation and other research methods to investigate the grid environmental supervision in Dafeng District.The study found that Dafeng District actively implemented the grid based environmental supervision by dividing a detailed supervision grid,clarifying the supervision responsibilities,formulating assessment methods and other measures,and achieved a series of results.However,the study also found that the grid environmental supervision system in Dafeng District is not perfect enough,the human resource management level of environmental supervision is not high enough,the grid environmental supervision guarantee mechanism is not sound enough,and the degree of socialization is not high enough.The study also found that the main reasons for the problems include:the grid environment regulatory system is highly dependent,and the regulatory assessment mechanism is not perfect;The capacity building and incentive mechanism of environmental supervision grid members are not sound;The material guarantee and technical guarantee of grid environmental supervision are not in place;Inadequate publicity and guidance for the masses to participate in grid environmental supervision.On this basis,based on public governance theory,collaborative governance theory and Smith policy implementation process model,a sound assessment mechanism is proposed to improve the grid environmental supervision system;Perfect the incentive mechanism and improve the human resource management level of environmental supervision;A number of measures should be taken simultaneously to improve the grid environment supervision and security mechanism;Measures and suggestions such as strengthening publicity and guidance and establishing a grid based environmental supervision and multi collaborative governance model are intended to help Dafeng District improve the grid based environmental supervision level.
