Investigation And Research On The Grid Supervision Of Ecological Environment In Yibin City

After the reform and opening up,with the continuous improvement of people’s living standards,ecological and environmental problems have become more and more prominent.The traditional supervision mode and limited supervision power of ecological and environmental departments can no longer effectively solve the large number of pollution sources and historical problems.The traditional departmental governance is broken by the grid management model,and the governance level and capacity of the country are improved.This new model has been applied to urban governance,risk control and other aspects,and has received better results.In order to get out of the dilemma of ecological and environmental supervision,since 2015,the Notice of the General Office of the CPC Central Committee Issuing the Guidance on Deepening the Reform of Comprehensive Administrative Law Enforcement of Ecological Environmental Protection(hereinafter referred to as the Guidance)and the Notice of the General Office of the CPC Central Committee Issuing the Notice on Matters Relating to Comprehensive Administrative Law Enforcement of Ecological Environmental Protection(hereinafter referred to as the Two Notices)have been issued one after another,in which the Guidance proposed to comprehensively promote comprehensive administrative law enforcement reform of ecological environmental protection based on grid-based management.In 2015,Sichuan Province started to implement grid-based management in the field of environmental supervision to provide a boost for further effective supervision of the ecological environment.Based on this,this paper takes Yibin city as an example to study the implementation of ecological environmental supervision.The basic theories of this paper are synergy theory and refined management theory,using literature research,interview method and other methods to analyze the current situation of ecological environmental grid-based supervision in Yibin city,find the problems and causes,propose countermeasures in a targeted manner,and from the perspective of public management,improve the system,strengthen implementation and perfect From the perspective of public management,the study gives countermeasures in terms of improving the system,strengthening the implementation and improving the support,in order to provide reference for the future work of ecological environmental protection in the grid-based supervision mode.The study concludes that the results of the survey questionnaire and the author’s daily on-site investigation show that Yibin City has achieved great success in the grid-based supervision of ecological environment,and the effectiveness of environmental management has been recognized by the public,and the contradiction between economic development and environmental protection has been alleviated.The main problems and reasons for the operation of grid-based supervision of the ecological environment in Yibin City are analyzed: First,at the institutional level,there is an unsound regulatory system,a lack of operational regulations,and unscientific assessments,rewards and punishments.Second,at the implementation level,there is a lack of grass-roots personnel capacity,regulatory synergy mechanism to be improved,and the participation of multiple subjects is not enough.Thirdly,at the supporting level,there is a basic platform of big data that has not been built,the application software is not mature,and a good social atmosphere has not been formed.In this paper,according to the development problems in the operation of environmental supervision grid in Yibin City,change the current universal problems at the grassroots level,see the big in the small,put forward the following countermeasures and suggestions: First,improve the grid supervision system,the need for a leadership mechanism,sound operating procedures,the establishment of scientific rewards and punishments assessment mechanism.Second,strengthen the implementation of grid-based supervision,to strengthen the professional capacity,improve the coordination mechanism,guide the participation of multiple subjects.Third,improve the grid-based supervision support,to strengthen the operation of the Internet + governance model,play the role of media guidance.
