Luojiang District Environmental Monitoring Grid Research

Grid-based environmental supervision is an important part of environmental protection capacity-building.At present,although the construction of grid-based environmental supervision system in various cities in China has achieved some results,due to the constraints of many factors such as technology and management,the law enforcement force of environmental supervision in remote and other end areas is relatively weak,and there are problems of inadequate supervision and even loopholes,so as to strengthen and improve environmental supervision.The task of management mode is particularly urgent and arduous.Guided by urban fine management theory and urban information management theory,this paper takes Luojiang District as an example to explore how grid environmental supervision in Luojiang District can better improve and upgrade.By comparing the "patrol-type" supervision with the traditional "fire-alarm-type" environmental supervision in Luojiang District,the operation and existing problems of the grid-type management of environmental supervision in Luojiang District are analyzed,and the optimization countermeasures are put forward.This paper expounds the current research status,defines the core concepts and theoretical basis,reflects the necessity and management mode of grid management of environmental supervision,and expresses that grid management of environmental supervision can further extend the antenna of environmental supervision to the grass-roots level and shift the focus to the grass-roots level,thus forming an environmental supervision mechanism with full coverage,omni-directional,full-dynamic and whole-process supervision and inspection.In the analysis of grid environmental supervision,this paper uses the concept of grid management mechanism and modern means such as grid information technology to effectively enrich the supervision power of Luojiang District and to substantiate the case of grid regulatory function.This paper further analyses the effect and operation mechanism of grid-based environmental supervision,points out the existing problems and causes of grid-based environmental supervision system,information platform and supervision subject,and draws on the experience of other domestic cities in grid-based environmental supervision to improve grid-based environmental supervision in China,and proposes to improve the construction of grid-based environmental supervision system,optimize and upgrade grid-based environmental supervision.Specific countermeasures and suggestions on the construction of management platform and concentrating efforts to promote the construction of the main body of supervision.
